Flores 312/886-6920. The General Services Administration (GSA)
announces an opportunity for the design enhancement in public
architecture. Architect-Engineering (A-E) services are required for the
modernization of the Federal Building at 234 South Summit Street,
Toledo, Ohio. The facility includes 16,576 gross square meters and
approximately 11,197 occupiable square meters. The project shall
include a single phase. The facility is presently occupied and will
remain fully occupied during construction of this project. The
estimated total construction cost for the project is estimated to range
between $10,000,000 and $20,000,000. The project shall include but not
be limited to an efficient and cost effective design for the following
four (4) major work items necessary for the modernization of this
building along with miscellaneous repairs, alterations, and
improvements: 1. Curtain Wall Replacement: This work item consists of
replacing the existing curtain wall with a new curtain wall. This also
includes replacing street level masonry with new granite panels. 2.
Restroom Renovation: This work item consists of demolishing the
existing public restrooms and reconfiguring them to comply with the
Uniform Federal Accessibility Standards. 3. Fire Suppression System:
This work item consists of installing a fire sprinkler system
throughout the building. 4. HVAC System Modernization: This work item
consists of converting the present inefficient system into a new more
responsive and energy efficient system. The scope of the A/E services
under this proposed contract may include but not be limited to the
following: complete design services; computer-aided design and drafting
(CADD, working drawings, specificatons - GSA versions of AIA
Masterspec/CSI format); cost estimating (Uniformat level III/CSI
Format); vaue engineering services; post construction contract
services; construction inspection services and other required
supplemental services if so requested by the Government. The A-E
selection will be completed in two stages as follows: Stage I: The
first stage will establish the architectural and mechanical engineering
design capabilities of the A-E design firm and its lead designers.
Recognizing that the mechanical engineering requirements are a large
portion of the total scope of this project, it is essential that the
term "A-E Design Firm" as use in this solicitation include the primary
team of architect and mechanical engineer that will have the primary
responsibility to conceive the design concepts and methods of
accomplishing them. The A-E firm may be a partnership, corporation,
association, or other legal entity which will have contractual
responsibility for the project design. In the first stage, a short list
minimum of three A-E Design Firms will be selected for continuation
into the second phase. The short list will be based on the A-E design
firms' submittals in response to this Request for Qualifications (RFQ).
The A-E design firm will provide specific evidence of its capabilities
to delivery Design Excellence, and will express its design approach
and philosophy. If the A-E design firm is a partnership, corporation,
association, or other legal entity, the proposed working and legal
relationships between its components is to be briefly described. The
A-E design firm will also identify its lead designers, architect and
mechanical engineer for the project. Interested firms shall submit a
letter of intent and modified Standard Forms 254 and 255 for the A-E
Design Firm only. Project qualifications submitted by each firm will be
reviewed and evaluated based on the following criteria: (1) Past
Performance on Design (40%): The A-E Design Firm shall submit 8'' x
10'' graphics (maximum of three per project) and a typewritten
description (maximum of one page per project) of not more than five
designs completed within the past ten years. Two projects will
demonstrate architectural accomplishments in an occupied building. Two
projects will demonstrate mechanical engineering accomplishments in an
occupied building. One project will demonstrate curtain wall
replacement in an occupied building. The narrative shall address the
design approach and salient features for each project and include
tangible evidence where possible, such as certificates, awards, peer
recognition, etc., demonstrating design excellence and discuss how the
clients' design, economic, and operational objectives were satisfied
by the design. (2) Philosophy and Design Intent (25%): In the lead
designer's words (maximum of two typewritten pages for each primary
discipline), state his or her overall design philosophy, approach to
the challenge of resolving design issues and parameter that apply
specifically to the modernization of the Federal Building with a focus
on any unique aspects of the Federal Building and its locaton. (3)
Lead Designers Profile (15%): Submit a biographical sketch including
education, professional experience, recognition for design efforts
inclusive of examples for each Lead Designer. Identify and describe
areas of responsibility and commitment to this project. (4) Lead
Designers (architectural and mechanical engineering) Portfolio (20%):
Submit 8'' x 10'' graphics (maximum of three per project) and a
typewritten description (maximum of one page per project) of not more
than three designs completed in the last ten years attributable to each
lead designer. Narratives shall include a discussion of design
challenges and resolutions. Stage II: In stage two, the entire project
team, including the A-E Design Firm selected in the first stage,
including the designated Lead Designers, and all consultants who will
work on this project will be evaluated. The A-E Design Firms will
submit Standard Forms 254 and 255's which reflect the entire project
team. It is not necessary to re-submit the information submitted in
State I. The Government will establish the criteria and the date these
submittals are due and provide the selection criteria for the
interviews and final selection process, with the Stage I short list
announcement. Once announced, the short list will be published in the
CBD. Sufficient time will be provided for the A-E Design Firm to
establish the project team. As a minimum, the project team will be
required to demonstrate previous experience and understanding in
Federal Court Expansion/Renovation projects and related facilities
and/or include consultants specializing in those areas. It is
encouraged that the project team include small, small disadvantaged and
women-owned businesses. An interview with each project team will be
included in this stage. The A-E Design Firm must have an active design
firm within the state of Ohio. If the A-E design firm is a
partnership, corporation, association, or other legal entity, one of
the associated firms mut satisfy this requirement. In developing the
project team required for State II, those offerors selected for
interview are advised that at least 65% of the level of contract effort
must be performed in the state of Ohio, excluding speciality
consultants (i.e., security acoustics, seismic, courts design, etc.) If
the A-E Design Firm is a partnership, corporation, association, or
other legal entity permitted by law to practice architecture or
engineering, a complete description of the proposed internal
responsibilities of the components must be included in the Phase II
submittal. This entity must be in place at the time of contract award.
Although this procurement is open to both large and small business
concerns, small and minority-owned business concerns are strongly
encouraged to participate. The government recognizes the talent
existing in smaller firms and encourages the contributions of new and
innovative designers to public architecture. In accordance with Public
Law 95-507, the Design Firm will be required to provide the maximum
practicable opportunities for small business concerns and small
business concerns owned and controlled by socially and economically
disadvantaged individuals to participate as subcontractors in the
performance of the contract. As part of its commitment to socioeconomic
initiatives of the Federal Government, GSA has established for fiscal
year 1995 subcontracting goals of 32% for small business, 6% for small
disadvantaged business, and 3% for women-owned business. The use of
subcontractors/consultants shown on the submitted SF 254's and 255's
will be reflected in a Small and Small Disadvantaged Business
Subcontracting plan. An acceptable subcontracting plan must be agreed
to before contract award. Small businesses are not subject to this
requirement. The criterion for a small business concern in the A-E
category is a concern with average annual receipts for the preceding
three years not exceeding $3.5 million. Firms must also provide a brief
written narrative of outreach efforts made to utilize small, small
disadvantaged and women-owned businesses. The narrative shall not
exceed one typewritten page. Firms having the capabilities to perform
the services described in this announcement are invited to respond by
submitting the information requested in the four evaluation criteria
for Stage I included herein with a letter of interest identifying this
announcement by solicitation number no later than February 14, 1995,
by 4:00 P.M. (local time) to the address above. A follow up listing of
firms for interview will be placed in this publication. Contract award
is contingent upon funding approval. All submittals must clearly
indicate our solicitation number on the outside of the envelope. Late
submittals will be handled in accordance with the Federal Acquisition
