Reynolds Electrical & Engineering Co., Inc., is seeking qualified
sources for the creation of an archival system. The work to be
performed consists of capturing expert knowledge of the construction
support requirements associated with nuclear weapons testing. The
subcontractor will be provided system format, architecture, and a
demonstration prototype which was developed under separate contract.
Subcontractor personnel must possess either a Department of Energy Q or
DOD SECRET clearance. Personnel performing the work associated with
this contract must each have a minimum of five years recent experience
in nuclear weapon/nuclear weapons effects testing. The subcontractor
must provide evidence of familiarity with and ability to use the MOSAIC
platform in the creation of a multimedia database which shall be fully
compatible with the INTERNET. The subcontractor shall conduct
interviews, review all available documentation (which may include
multimedia graphics, drawings, and hard copy text), and incorporate
this information into an expert knowledge archival system. The majority
of the interviews shall be performed at the Nevada Test Site as will
all progress demonstrations. The subcontractor shall populate a data
base with in-depth, personal expert knowledge of; current testing
practices. the development of testing procedures. past successes and
failures. possible new testing methods. The deveopment of this database
will be performed in multiple phases. The decision to proceed with
future phases will be made following evaluation of the preceding phase.
The requirements for each phase are outlined below: Phase 1 Program
Lawrence Livermore National Laboratory (LLNL) vertical testing
practices. Options: Phase 2 Program LLNL horizontal testing activities.
Phase 3 Program Los Alamos National Laboratory testing practices. Phase
4 Program Defense Nuclear Agency horizontal testing practices. Phase 5
Program Sandia National Laboratories testing support practices. Phase
6 Program Reynolds Electrical & Engineering Co., Inc., testing support
practices. Phase 7 Program Raytheon Services Nevada testing support
practices. Request for proposals will be available by February 15,
