Contracting Officer (301) 402-2851. The National Institute of Child
Health and Human Development (NICHD) of the National Institutes of
Health (NIH) is conducting a MARKET SURVEY to determine the
availability and technical capability of eligible firms under the Small
Business Administration's minority business 8(a) program for all
management, expertise, services, and other resources necessary to
provide a wide range of technical and support services required for the
proper care, use, and humane treatment of laboratory animals within
barrier, Specific Pathogen Free Facilities. Functions include: general
management of Contractor staff, veterinary medical assistance, animal
care, animal technical support, data management, cage and environment
sanitation, routine maintenance of animal care equipment and supplies,
logistical, research and clerical support. Support shall be provided to
animal projects involving the full range of biomedical research and
scientific disciplines, especially transgenic science. Animal species
may include: mice, rats, hamsters, guinea pigs, gerbils, rabbits,
frogs, sea urchins, fish, and other vertebrates and invertebrates. All
contract activities shall be responsive to the NIH research
requirements and in strict compliance with AAALAC accreditation
standards. The services are required mainly for Bldg 6B and 10/6C127
animal facilities and the Bethesda campus of NIH. The Government
estimates that approximately 141,440 work hours of support are needed
from the following labor categories: Supervisor, Laboratory Animal
Caretaker, Animal Health Technician, Transgenic Technologist,
E#mbryo/Cryopreservation Specialist, Biologist, Laboratory Technician,
Cagewasher, Physician's Assistant, various Administrative Staff. The
applicable SIC code is 8744 with a size standard of $13.5M. Eligible
8(a) firms which believe they have the capability to provide the
aforementioned services are invited to submit capability statements in
an original plus 3 copies copies NO LATER THAN 15 DAYS FROM THE DATE
OF THIS ANNOUNCEMENT. Information furnished must establish (1) the
firm's status as an eligible 8(a) contractor, (2) the firm's experience
and capability in managing and operating an animal care facility
comparable to that required by the NIH, (3) the firm's experience and
capability to meet the requirements of the U.S. Department of Labor
Office of Workers' Compensation Programs, and (4) if significant
subcontracting is anticipated, respondents must identify potential
subcontractors and address the administrative and management structure
of such management(s) to demonstrate performance capabilities and
efficiency of all parties, given the regulatory labor/percentage
