R - The U.S. Department of Education, Office of the UnderSecretary,
Planning & Evaluation Services and Office of Post Secondary Education
Division intends to award a 60 month contract to assess the impact of
the School to Work Initiative on Students, Secondary Schools,
Postsecondary Institutions, and Employers. The study will examine all
key compoents of the system and identify best strategies to feed back
the successive waves of implementation of high quality programs. The
evaluation will address several main issues; 1) state and local
building; 2) intergration of School to Work Opportunities Act and Goals
2000; 3) academic and occupational standards; 4) employer involvement;
5) student outcomes; 6) program services, quality and participation;
7) consistency with postsecondary policies and programs. These issues
will be addressed through several different methods of data collection
and analysis. Anticipated issue date is January 25, 1995, the closing
date is March 13, 1995. Request for copies of the RFP may be made by
