61 -- PROVIDE VACUUM CIRCUIT BREAKER, SAM RAYBURN POWER HOUSE JASPER, TX SOL DACW63-95-R-0025 DUE 032895 POC Denver Heath, Contract Specialist, or Leslie L. The Contractor shall provide all engineering, supervision, labor, equipment, parts and components necessary to accomplish the following in the Sam Rayburn Power House, Jasper, Texas: 1. Remove and dispose existing 2 generator and 2 station service breakers (Westinghouse De-Ion Air Circuit Breakers, 150-DH-500E, rated at 2000 amperes), 2 neutral breakers (Westinghouse 150-DH-250E breakers, rated at 1200 amperes) and spare set of arc chutes (three in number). All arc chutes contain asbestos. 2. Provide a total number of (5) five and install (4) four new and unused roll-in exact replacement vacuum circuit breakers rated for (2000) two thousand continuous amps with dual trip coils and provide (3) three and install (2) two new and unused single pole roll-in exact replacement vacuum circuit breakers rated for (1200) one thousand two hundred continuous amps. No modifications to the existing metal clad switchgear cabinets or control scheme will be made. The new breakers shall have a maximum voltage rating of 15 kV, nominal voltage class of 13.8 kV, BIL rating of 95 kV, maximum symmetrical interrupting current of 18 kA at max rated kV and a 3-second short-time current of 23 kA rms. The Contractor will remove existing ''X'' and ''Y'' control panels and provide (8) eight and install (6) six new ''X'' and ''Y'' control panels. The Contractor shall inspect, clean and resurface or replace as necessary (28) twenty eight 13.8 KV bus to breaker attachment terminals, (6) vacuum circuit breaker secondary voltage receptacles, (6) six MOC switches and operating mechanisms, (6) six TOC switches and operating mechanisms and cabinet shutter mechanisms. The Contractor shall provide operation and maintenance manuals and various spare parts. A maximum of (8) eight weeks delivery time is required. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement by submitting a capability statement. The capability statement must provide information and qualifications to provide this type of equipment. This notice of intent is not a request for competitive proposals; however, all ''capability statements'' received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
