P. Felder, Contracting Officer, 202/268-4833. In April 1990, the U.S.
Postal Service (USPS) awarded a contract to Opinion Research
Corporation (ORC) to develop and implement the Customer Satisfaction
Index (CSI) Survey System. The purpose of the CSI is to measure
customer satisfaction in 170 metropolitan areas, generate quarterly
reports, and provide diagnostic information from Postal Service
customers to help improve service. This contract will expire at the end
of Postal Fiscal Year 1995, that is, on September 15, 1995. The Postal
Service wants to continue this system with some modification
appropriate to meet the goals of the evolving organization. To
accomplish this goal, the contractor shall conduct research and
development to modify the questionnaire, develop sampling plans, design
analysis plans and report formats, and continue this important system.
The complete specifications will be in the Statement of Work (SOW). It
is anticipated that the Solicitation Package will be availabe at the
