95. POC: J. Sterba 810/574-6792. The U.S. Army Tank-Automotive Command
(TACOM is issuing a Broad Agency Announcement (BAA) requesting
proposals for advanced automotive technology development for ground
vehicles where private research and development could be modified or
augmented to satisfy future military vehicle needs, while still
retaining a commercial value. This announcement if for research and
that part of development not related to the development of a specific
system of production hardware procurement. Every year the Army devotes
tens of millions of dollars for advanced automotive development
activity. At the same time, the private automotive industry spends
several billion dollars on automotive development. There are many
parallel efforts underway. Additional efforts need to be established
between government and industry in the many areas where non-government
research and development could be modified or augmented by additional
modest government funding, in ways that could substantially satisfy
future military vehicle needs, while still retaining a commercial
value. This announcement is seeking advanced development of subsystems
and components, which will benefit future wheeled or tracked Army
combat vehicles and commercial vehicles. Abstracts and proposals should
be prepared exclusively for tailoring or adapting ongoing automotive
technology research and development in private business and
non-business organizations, directed at the White House supported
``Partnership For New Generation Vehicles'' (PNGV) goal to improve fuel
efficiencies and advance technologies used in ground vehicles. This
includes improving vehicle/system performance, durability, maintenance,
or reducing vehicle size, weight, or operation and support cost.
Abstracts are requested for the development of advanced technologies
which are directed at these goals. Abstracts/proposals that result in
delivery of vehicle demonstration hardware or computer software to the
Government are preferred. Projected Funding: Projected funding for
this BAA is expected to be around $1 million. It is anticipated that
individual contracts will have a period of performance not to exceed 12
months. Prior to submitting a formal proposal, interested offerors are
strongly encouraged to submit a brief proposal abstract (no more than
three pages) along with an estimated bottom line price of their
proposed effort. This procedure is intended to minimize unnecessary
effort in proposal preparation and review. The abstract shall include
a brief description of the ongoing research and development currently
being performed by the offeror. Proposal abstracts should be received
by April 30, 1995. Evaluation of the abstracts will be completed by May
30, 1995. Those abstracts found to be consistent with the intent of
this BAA will be invited to submit a full proposal. Such invitation
does not assure that the offeror will be awarded a subsequent contract.
Abstracts and proposals should be prepared exclusively for tailoring or
adapting ongoing automotive technology research and development in
private and non-business organizations. Special emphasis will be
directed to abstracts aimed at improving vehicle/system performance,
durability, maintenance, or reducing vehicle size, weight, or operation
and support cost. Abstracts and proposals that result in delivery of
demonstration hardware are preferred. Separate abstracts/proposals are
requested if the submitter intends to propose work on more than one
topic. Proposal instructions: The offeror will submit a Technical
Proposal limited to 30 pages (8 x 11) double spaced) including a one
