Corps Systems Command intends to award a sole source contract to
Babington Engineering, 113 Ingleside Ave. McLean, VA. 22101 for the
procurement of Non-Developmental Item (NDI) Tray Ration Heating Systems
(TRHS). Babington Engineering is a small business concern and the
Standard Industrial Classification (SIC) code is 3569 and size is 500
employees. The Tray Ration Heater (TRH) is comprised of a burner
assembly, on-off switch assembly, stainless steel water heater tank
assembly with removable tray pack racks, and stabilizing devices. Other
system components include burner fuel supply system, electrical power
invertor with receptacle, maintenance kit with spare burner, and other
ancillary equipment. The Marine Corps intends to purchase a minimum of
363 TRHS units in fiscal years 1995 through 1998 with options for
additional quantities. Principal (Required) Characteristics: (a) TRH
shall heat standard hot tray packs while being transported on the back
of a High Mobility, Multipurpose Wheeled Vehicle (HMMWV) to remote
sites under off-road conditions. (b) has capability to feed 250
personnel at single site within 90 minutes. (c) variable thermostat
shall maintain a water temperature from 100 - 2000F. (d) heats 18 tray
packs every 40 minutes to serving temperature of 180oF q 5oF. (e)
burner ceases operating when water temperature reaches selected
temperature q 5oF (f) automatic restart when the water temperature
drops to 5oF below setting. (g) uses start-up power from the 24 VDC
HMMWV electrical system,or from any 120 VAC, 60 Hz source. (h) fully
installable on a HMMWV with tiedown clamps and straps without using
material handling equipment. (i) ready for operation upon filling the
tank with potable water and connecting fuel and electrical power. (j)
continuous operation for 10 hours on 5 gallons of fuel (DF-1, DF-2,
DFA, JP8 or kerosene (gasoline excluded)). (k) 5-gallon fuel supply,
independent of the vehicle supply, shall be installed for use inside
the HMMWV or removed for non-mobile uses within one minute. (l) fuel
line quick disconnect for removal of the fuel tank from HMMWV without
fuel line leakage. (m) burner goes to automatic lockout within 10
seconds of interruption of fuel supply or other malfunction that
prevents burner light-off. (n) operable instantaneously with a single
switch when resupplied with power and fuel. (o) low water level sensor
to cause burner to cease to operate when water level too low. (p)
water temperature thermometer with scale range of at least 80 - 210oF.
(q) mercury tilt switch shuts the burner off in the case of accidental
turnover or tilt in excess of 30 degrees. (r) the water tank shall be
free of all protusions, heat exchanger tubes, or other components so as
to provide a clean tank which meets National Sanitation Foundation
(NSF) standards. (s) the system must operate from start-up to shut-down
without smoke or oder. (t) system shall operate at steady state defined
as 30 seconds after light-off at CO levels not to exceed 10ppm. (u)
burner shall have an infinitely variable firing rate from 25,000-80,000
BTU/hr by means of a simple adjustment and with no parts change. (v)
system shall consume no more than 125 watts of power @ 115 volts
including start-up power draw. (w) burner safety features shall include
proof of flame, automatic relight in the event of flame out, and
lockout with manual reset in the event that re-light is not
accomplished in 10 seconds. (x) the system shall be self priming and
incorporate a fuel safety device to prevent fuel overflow into the
system. (y) the maintenance kit must provide a spare burner, key
components necessary to allow easy field maintenance and a diagnostic
control box to quickly identify faulty components. (z) the overall
system shall allow the burner to be removed for inspection in less than
one minute without tools and be replaced with a single screw driver.
Environmental Operating Conditions. (aa) capable of performing its
operational mission for 30 days without interruption due to mechanical,
structural, or electrical failure in salt fog, humidity, vibration,
high/low temperatures, and transit drop. (Mean-Time Between Operational
Mission Failure). The Operational Availability (Ao) is 90%. (bb)
equipment shall not corrode or otherwise show signs of damage when
exposed to salt spray or fog. (cc) able to operate within humidity
ranges of 100% at temperatures of 78oF and 0oF, and 3% at 125oF. (dd)
operable under vibration conditions associated with normal military
transportation and combat areas. (ee) capable of normal operations in
ambient temperature conditions for hot and cold locations. (ff) low
temperature operating extreme is -25oF. (gg) high temperature extreme
is 125oF. (hh) can withstand flat or rotational drops of 12 inches (300
mm) onto a concrete surface without loss of operation. Vendors who have
the capability to provide the requirements for this contract should
submit in writing technical qualifications along with independent
laboratory results to verify that their candidate system meets all of
the above stated requirements criteria not later than 20 Feb 1995. Only
fully qualified vendors with a ready production capability should
