Contractor shall provide all plant, labor, transportation, equipment
and materials necessary to provide safe delivery of drums.
Specifications for standard steel drum (1A1) non- removable head steel
drum and (1A2) removable head steel drum: All drums shall meet
Department of Transportation (DOT) specifications found in 49 CFR (Code
of Federal Regulations), section 178.504. Steel used for body, heads,
closures, and fittings shall meet the minimum thickness requirements
outlined in 173.28(b)(4), and provide the maximum net mass outlined in
49CFR178.504(b)(9). Drums shall also have the exterior painted in a
yellow-black-yellow configuration. The interior shall be primed to
prevent premature corrosion. Provide the following size drums: 30
gallon drum closed top (1A1); 55 gallon drum closed top (1A1); 55
gallon drum open top (1A2). Contract period consists of delivering
hazardous waste drums on a monthly basis during an approximate base
period of May 1995 through December 1995 and three one-year option
periods. Total quantities to be provided during the base period are:
480 Each 30 gallon drum closed top; 2040 Each 55 gallon drum closed
top; and 1320 Each 55 gallon drum open top. Quantities will increase
slightly during each option year. The proposed procurement listed here
is being considered for 100 percent set-aside for small disadvantaged
business (SDB) concerns or 100 percent set-aside for small business
(SB) concerns. Interested SDB and SB concerns should, as early as
possible but not later than 15 days of this notice, indicate interest
in the acquisition by providing to the contracting office above,
evidence of capability to perform and if a SDB, provide a positive
statement of eligibility as a small socially and economically
disadvantaged business concern. If adequate interest is not received
from SDB or SB concerns, the solicitation will be issued as
unrestricted without further notice. Therefore, replies to this notice
are requested from all business concerns as well as from SDB and SB
concerns. Small disadvantaged business concern means a small business
concern that is at least 51 percent unconditionally owned by one or
more individuals who are both socially and economically disadvantaged,
or a publicly owned business that has at least 51 percent of its stock
unconditionally owned by one or more socially and economically
disadvantaged individuals and that has its management and daily
business controlled by one or more such individuals. This term also
means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization, or publicly owned business that has at
least 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as
individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with no more than 500 employees. SIC Code:
