R--INDEFINITE QUANTITY CONTRACT IN SUPPORT OF THE GSFC FACILITIES
MANAGEMENT DIVISION FOR ENVIRONMENTAL ENGINEERING SUPPORT SERVICES SIC
code 8744 in support of an ongoing environmental program, to include
environmental audits, site investigations and site characterization
studies, facilities investigations, risk assessments, Environmental
Impact Statements, and updating of the GSFC Environmental Resource
Document; Assessments, preparation of Environmental Resource Document;
preparation of corrective action plans; preparation/updating of
Standard Operating Procedures (SOPs) relating to environmental issues;
treatability studies/pilot testing, and remedial
investigations/feasibility studies. The work will also include support
in preparation of Preliminary Engineering Reports and final designs
for designated GSFC environmental projects, including remedial
design/treatment facility design; review of Preliminary Engineering
Reports and final designs done by other A&Es, for environmental
compliance; sampling and testing services associated with toxic
pollutants, hazardous wastes, and other regulated materials in air,
water, and solid matrices, including quick turnaround field support
during construction; technical support during negotiations with state
environmental agencies, the Environmental Protection Agency, and other
agencies and public bodies; standards review and interpretation;
preparation and acquisition of permits and registrations; and training
of government/contractor personnel in such areas as environmental
codes and regulations, hazardous waste handling and disposal,
recycling, etc. The work will also include participation in site
monitoring procedures, and review of treatment, storage, and disposal
facilities for compliance with the latest environmental regulations; as
well as implementation of hazardous material/waste mass balance
accounting systems; the implementation of pollution reduction analysis
reviews, and the capability to conduct underground storage tank
testing. The services to be provided under this contract will support
projects that may be associated with any of the installations under
GSFC's purview, including the GSFC-Greenbelt, Maryland; Wallops Flight
Facility, Virginia; White Sands Test Facility, New Mexico; etc. As a
result of this solicitation, two small business firms will be selected
for: (1) Environmental Services at Greenbelt and Wallops not-to-exceed
$5 million including the base year and three option years and (2)
Rapid-response Environmental Services at Greenbelt not-to-exceed $1
million including the base year and three option years. Firms who do
not wish to be considered for both contracts should so indicate in
their responses. This is not a request for proposal. Firms reponding to
this announcement shall have a currently accurate SF-254 on file at the
Center, or shall submit a SF-254 along with a SF-255 in their response
to this advertisement. In addition to the reference information
required in Part 8 of the SF-255, ''Owner's Name and Address'', you are
required to include the name of the owner's proposed Project Manager
for this effort along with the firm's current telephone number. The
selection results for this solicitation will be published in the CBD.
The NASA/GSFC Architect and Engineer Select Board shall apply the
following general criteria in making its selection (in relative order
of importance): (a) specialized experience of the firm in the type of
work required; (b) capacity of the firm to accomplish the work in the
required time; (c) past experience, if any, of the firm with respect to
performance of similar contracts with NASA, other government agencies,
and private industry, including such factors as control of costs,
quality of work, and ability to meet schedules; (d) proximity of the
firm to the general geographical area of work, provided that there is
an appropriate number of qualified firms therein for consideration; (e)
familiarity with the area in which the project is located; (f) volume
of work previously awarded to the firm by NASA with the object of
affecting an equitable distribution of NASA architect and engineer
contracts to firms that have had no prior or recent NASA contract; and
(g) special criteria (the A&E shall conduct all sampling, testing,
analysis, and quality control/quality assurance procedures according to
the appropriate local government, State, of USEPA standards,
guidelines, or recommendations.) Technical questions should be referred
