Officer, 701/224-5203. ADD/ALTER BASE SUPPLY COMPLEX, PN: KKGA889574,
at Hector Field, Fargo, North Dakota. Architectural and Engineering
design services are required for the addition to and alteration of an
existing 22,766 square foot Army National Guard Armory for conversion
to a 35,000 square foot Base Supply Complex for the North Dakota Air
National Guard. The required services include investigative and
conceptual design (Type "A" services), design (Type "B" services), and
construction inspection (Type "C" services). The selected A/E firm
shall provide all labor, material, equipment, and supplies necessary to
provide complete construction documents and construction inspection
services for the new supply complex. The existing armory consists of a
central 2 story assembly floor of approximately 7500 square feet
surrounded on three sides by two levels of office/shop/training spaces
of approximately 8000 square feet on the lower level and 7300 square
feet on the upper level. Addition to and alteraton of existing spaces
is required for conversion of this existing facilit to a fully
functional Base Supply Complex contqining space of supply
administration (material management), warehousing of parts, storage for
military mobility equipment, shipping and receiving, packing and
crating, paint, oil, and lubricant storage, hazardous material storage,
base service store, loading dock, appurtenant pavements and sitework,
transportation office, classroom space, contracting office, and offices
and conference space for the Chief of Supply. Also included in the
scope of work is siting and installing a generator capable of providing
off-peak power to the entire base. The A/E Selecton Criteria includes,
in order of importance, the following items: (1) Professional
Qualifications necessary for satisfactory performance of required
services; (2) Specialized Experience and technical competence in the
type of work required; (3) Capacity to accomplish the work in the
required time; (4) Past performance on contract with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) Location in the
general geographical area of the project and knowledge of the locality
of the project; provided that application of the criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project; (6) Volume of DOD work previously awarded the firm.
Architect/Engineer firms which meet the requirements described in the
announcement are invited to submit both: (1) A complete SF 254, U.S.
Government Architect-Engineer Questionnaire, and (2) an SF 255,
Architect-Engineer and Related Services Questionnaire. In order to be
considered for selection, a complete submittal must be received in the
Office of the Base Civil Engineer, NDANG/DE, 1400 28th Ave North,
Fargo, ND 58102-1051, not later than 01 March 1995. The above address
is located at Hector International Airport, Fargo, ND. No other general
notification to firms under consideration for this project is made and
no further action is required. If a current SF 254 has previously been
submitted, a letter so stating should be submitted within the above
time frame to assure consideration, however, a current SF255 is still
