INSTALLATION OF A SLUDGE PROCESSING SYSTEM POC Contact Point, Moira A.
Restall, Contract Specialist, (716) 879-4251 A/E Services are required
to provide engineering and technical services during the construction,
development of operating systems and integration, and the start-up
phases for a sludge processing facility being built and integrated into
the Town of Amherst's Wastewater Treatment Facility. This contract is
open to all firms regardless of size. The contract will be firm-fixed
price. The work will begin in Spring 1995 and run through to Summer
1996. The Sludge Processing Facility is being constructed and
integrated into the Town of Amherst Wastewater Treatment Facility
located at 455 Tonawanda Creek Road, Amherst, NY 14228. There are three
(3) construction contracts for general construction, HVAC and
electrical; and four (4) equipment contracts for sludge dryer and
ancillary equipment, gravity belt thickener, digester mixing system and
new digester covers, and pumps. The selection criteria in descending
order of importance are: 1) Qualified and professional personnel in the
following disciplines: environmental, electrical, mechanical, civil,
software and systems engineering; construction inspection; drafting;
computer operators and technicians; and, software systems installers
and trainers; 2) Specialized and technical competence in: a) sewage
treatment plant design and operation; b) sludge processing systems
design and operation; c) integration of sludge processing systems into
existing treatment plants; d) software design development capability;
e) operator training capability; and, f) engineering and design during
construction capability; 3) Capacity to perform the requested services
within the required time frame; 4) Past performance on DoD and other
contracts with respect to the quality of work, cost control, and
compliance with performance schedules; 5) The extent of participation
by small business; small-disadvantaged business and/or woman-owned
business in performance of this contract, whether as a joint venture,
teaming arrangement, prime or subcontractor; 6) Location of firm within
75 miles of the project location; and, 7) Volume of DoD contract awards
in the last 12 months. Interested firms having the capabilities to
perform this work are invited to submit a completed SF 254 for the
prime firm and all subcontractors/consultants, and a SF 255. In Block
10 of the SF 255, describe the firm's design quality management plan,
including coordination of subcontractors. Submittals must reach this
office no later than thirty (30) calendar days after publication of
this notice. No other general notification to firms under consideration
for this contract will be made. This is not a request for a proposal.
