Residential Mental Health Community Corrections Center. Concerns having
the ability for providing shelter and other services to eligible male
Mariel Cubans who are mentally and/or developmentally disabled, have
criminal and/or antisocial histories, or substance abuse problems and
who are paroled from various detention facilities by the Immigration
and Naturalization Service. The Mental Health Community Corrections
Contractor will also provide similar services to Federal offenders in
need of such treatment. The aim of the program is to assist in the
transition from an institutionalized environment to self-sufficiency,
independence, and re-integration into family and community life.
Service delivery is expected to be accomplished in a manner that is
sensitive to the culture, language, and complex needs of this
population. Service provisions includes, but is not limited to:
psychiatric/psychological care, physical care and maitenance, medical
and psychopharmacological management, individual and group counseling,
employment development and placement, substance abuse counseling,
English language training and other educational assistance, recreation,
assistance in placement into the community and follow-up services.
Those interested are requested to give written notification (including
telephone number and a point of contact) to the contracting officer
listed in this notice. The services described shall be provided in
accordance with the Mental Health Community Corrections Center,
September 1994 Statement of Work. Location of facility shall be based
either within the city of Miami, Florida or within a 35 mile radius of
the city limits of Miami, Florida. Estimated mandays are 18,250 for
the base period and 5,475 mandays for Option Years #1, #2 and #3.
Estimated RFP issue date is on January 24, 1995, estimated closing date
is on March 24, 1995. Contract base period is 24 months with three
one-year options to renew. A firm fixed requirements contract is
anticipated. All responsible sources may submit a proposal which shall
be considered by this agency. No collect calls will be accepted. No
