The Naval Air Warfare Center Weapons Division, Point Mugu, CA requires flight support in performing missions involving measurements of the infrared signature of aircraft and air vehicles and in the testing of production and developmental flares and infrared decoy countermeasures devices. The requirement is for contractor-owned and piloted long-endurance, low and high speed aircraft capable of carrying instrumentation pods and flare dispenser pods, as well as a small marine search radar, all of which will be provided as Government-furnished euqipment. The instrument and flare dispenser pods will be operated by civilian Government employees certified for flight in the aircraft type. The successful offeror will be required to provide at least two qualified pilots with security clearances of SECRET or above, personnel for preflight checks and maintenance of the contractor-owned aircraft, and facilities licenses for landing at DoD facilities in California and Nevada, including but not limited to: NAWS Point Mugu, CA, NAWS China Lake, CA, Edwards AFB, CA, and Nellis AFB, NV. Additional information regarding aircraft speed and alititude envelope requirements, number of aircraft required, endurance capabilities required, fuel and maintenance, and civilian flight certification requirements will be detailed in the solicitation. The Government anticipates an IDIQ contract type with multiple award provisions along with fixed-price delivery orders for a base period and four one-year options.
