issued in advance of a Request for Proposal (RFP) for the purpose of
identifying sources that may be capable of providing the required
services and that are interested in competing for the Space Test and
Evaluation support (STES) Extension contract. The Air Force proposes to
contract for operations, maintenance, training, and logistics support
for specialized computer systems and facilities located a Detachment 2,
Space and Missile Systems Center (Det 2, SMC), Onizuka Air Station
(OAS), Sunnyvale, California. In addition, the Air Force will require
operations, maintenance, logistics and mission test support services
for the worldwide employment of Det 2, SMC deployable systems. Det 2
SMC will be relocation to Kirtland Air Force Base (KAFB), Albuquerque,
New Mexico. This relocation will require the deinstallation of the
existing infrastructure at OAS, packing, handling, and transportation
to KAFB, site preparation, installation, checkout and turn-over of said
infrastructure at KAFB, and disposal and clean-up at OAS. The estimated
period of performance of the proposed contract is anticipated to be a
12 month basic effort commencing 01 October 1995, followed by a one
year option to be exercised in monthly increments. It should be noted
that the effort of the STES Extension will decrease over the basic
period as the infrastructure is relocated to KAFB. The Air Force also
will require sustainment services at KAFB commencing 1 October 1995 at
KAFB. In order to reduce trasition risk and to maximize competition,
the Air Force proposes to satisfy its requirements in two separate
contractual actions. This sources sought is only for the extension of
the existing contract F04690-90-C-0628 for continuing services at
Onizuka Air Station, with the addition of relocation support to KAFB.
The requirement for sustainment services at KAFB is part of the
Engineering, Development and Sustainment (EDS) acquisition that was
briefed in the Industry Roundtable of 30 November 1994. For the
Extension, the type of contract is anticipated to be cost plus award
fee. All personnel supporting this effort on site must be United States
citizens and possess a secret clearance. In summary, the principal
efforts required by the contract extension include: (1) operations,
maintenance, technical support, and integrated logistics support for
specialized computer systems and facilities, Mission Unique Equipment,
Management Information Systems equipment, and related peripheral
equipment at several locations, (2) training support to include
management, development of initial and recurring training support
materials, and conduct training classes for hardware, software and
modifications efforts, (3) special test operations, maintenance,
logistics and test and evaluation support for the worldwide employment
of Det 2, SMC deployable systems and (4) deinstallation,
transportation, reinstallation, and turnover of equipment and services
from OAS to KAFB. Past experience required includes: (1) demonstrated
on time and within budget fulfillment of prior contractual
commitments, (2) demonstrated good commercial practice for the
administration, control and performance of contractual requirements,
and (3) related recent activities similar to those above. Provide
responses in original and two (2) copies with a page limit of ten (10)
pages. Standard brochures, if directly applicable, are acceptable and
do not count against the 10 page limit. All correspondence should be
addressed to Mrs. Mary F. Wendt. Respondents will not be notified of
the results of the evaluation of information submitted. This not a Rest
for Proposal. The government does not intend to award a contract on the
basis of information submitted nor otherwise pay for information
solicited. Eligibility for participation in this acquisition does not
depend upon a response to this notice. Responses to be evaluated should
be received no later than 30 days after publication of this notice.
Small business concerns having the capability/ability to provide
