Z -- PAVEMENT STRIPING AT FORT LEWIS, WASHINGTON SOL DAKF57-95-B-0019 DUE 021595 POC Contract Specialist Momi Friedlander, ext. 242 (206) 967-2151 (Site Code DAKF57) Principal items to be accomplished: Repaint directional markings, islands, turn lanes, turn lane arrows, and other markings on streets receiving painting/repainting of pavement striping; Repaint single broken yellow pavement striping; Repaint solid yellow pavement striping; Repaint single broken white pavement striping; Repaint solid white pavement striping; Repaint crosswalks (6'L X 2'W, 2' spacing); Repaint stop bars (14'L X 2'W); Repaint solid white non-reflective pavement striping on parking lots. Painting shall include layout of parking spaces to conform to existing parking configuration and lot size; Repaint railroad markings; Paint new or repaint existing center lines, edge lines and wording as directed under requirements portion of this contract; Remove striping, arrows and wording as directed under the requirements portion of this contract; Other work necessary to accomplish the above. Contract period consists of Base Period (1 April 1995 through 31 March 1996) and two one-year option periods. This is a partial requirements type contract and delivery orders will be issued against the requirements portion of this contract. Estimated cost of this procurement is under $500,000. The proposed procurement listed here is being considered for 100 percent set-aside for small disadvantaged business (SDB) concerns. Interested SDB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above, evidence of capability to perform and a positive statement of eligibility as a small socially and economically disadvantaged business concern. If adequate interest is not received from SDB concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDB concerns. Small disadvantaged business concern means a small business concern that is at least 51 percent unconditionally owned by one or more individuals who are both socially and economically disadvantaged, or a publicly owned business that has at least 51 percent of its stock unconditionally owned by one or more socially and economically disadvantaged individuals and that has its management and daily business controlled by one or more such individuals. This term also means a small business concern that is at least 51 percent unconditionally owned by an economically disadvantaged Indian tribe or Native Hawaiian Organization, or publicly owned business that has at least 51 percent of its stock unconditionally owned by one of these entities, that has its management and daily business controlled by members of an economically disadvantaged Indian tribe or Native Hawaiian Organization, and that meets the requirements of 13 CFR 124. Socially disadvantaged means individuals who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their qualities as individuals. Economically disadvantaged means socially disadvantaged individuals whose ability to compete in the free enterprise system is impaired due to diminished opportunities to obtain capital and credit as compared to others in the same line of business who are not socially disadvantaged. Concern means any business entity organized for profit with a place of business located in the United States, including, but not limited to an individual, partnership, corporation, joint venture, association, or cooperative.
