66 -- NITROGEN/OXYGEN DETERMINATOR SOL 8-P-5-21-10369 POC Contact, GP26-B, 205-544-0331/Gladys Franklin, or Jane Maples, GP25/Contracting Officer NASA/MSFC plans to issue a Request for Offer (RFO) for the following items: Item 1 - Simultaneous direct reading rapid nitrogen/oxygen determinator with sepragrams for nitrogen and oxygen content, flat pane, display and printer, Leco P/N TC-436 or equal, quantity-1 each, meeting the following specifications: (a) direct reading capability; (b) 230 VAC,50/60Hz,6.5 kw under load; (c) capable of a wide range of sample concentrations which consists of (1) Oxygen - .00001 percent to 0.1 percent (0.1ppm - 1000 ppm,) at l gram (2) Nitrogen (low) - 0.00001 percent to 0.05 percent (0.1 ppm - 500 ppm) at l gram (3) Nitrogen (high) - 0.001 percent to 0.5 percent (10 ppm - 5000 ppm ) at l gram; (d) accuracy shall be within the following range: (1) Oxygen +/-0.00005 percent (0.5 ppm) or 1 percent of oxygen present, (2) Nitrogen (low)+/-0.0001 percent (1 ppm) or 1 percent of nitrogen present, (3) Nitrogen (high) +/-0.0005 percent (5 ppm) or 1 percent of nitrogen present; (e) sensitivity shall be within the following range - Oxygen and nitrogen 0.00001 percent (0.1 ppm.); (f) calibration shall be gas dose or standards up to 200 analyses basis; (g) analysis time shall be 40 seconds nominal for total nitrogen/total oxygen and 150 seconds nominal for nitride/oxide; (h) sample weight range shall be 0.010 to 5.000 grams.; (i) detection method shall be IR adsorption (oxygen) and thermal conductivity (Nitrogen); and (j) system shall include a computer consisting of a 20 megabyte hard disk with an electroluminescent flat-panel display monitor and alphanumeric keyboard; Item 2 - Inert Gas Regulator, Leco P/N 764-216 or equal, quantity 1 each; Item 3 - External Keyboard-84 AT/XT, Leco P/N 605-980, or equal, quantity 1 each; Item 4 - External Keyboard bracket for item 3, Leco P/N 608-592, or equal, quantity 1 each; Item 5 - Copper Oxide (50gm), Leco P/N 501-170 or equal, quantity 1 each; Item 6 - Installation and checkout at MSFC; Item 7 - Training on equipment at MSFC of up to 4 employees for 3 days; and Item 8 - Extensive training at contractor's facility for 2 employees -- This procurement is being conducted under the NASA/MSFC MidRange Pilot Test Program approved by the Office of Federal Procurement Policy on April 16, 1993 -- Requests for copies of the RFO must be submitted in writing -- Transmission by facsimile to 205-544-9080 or by Internet e-mail to gladys.franklin@msfc.nasa.gov is acceptable -- RFO will be released on or about 15 days after publication in the Commerce Business Daily (CBD) -- Firm date for receipt of offers will be stated in the RFO -- This procurement is a total small business set-aside -- All responsible business sources may submit an offer which shall be considered by the agency -- Documents related to this procurement are available over the Internet -- The documents are in ASCII format and reside on a World-Wide Web (WWW) server, which may be accessed using client browsers, such as, MOSAIC -- The WWW address, or URL, of the MSFC Procurement home page is: ''http://procure.msfc.nasa.gov''.
