Construction Bureau; 3) firms that score 1,000 points or more in a
formula calculated from bidding company's objective criteria at the
time of application for qualification; 4) firms not undergoing
bankruptcy procedures; 5) firms that have -- since 1988 as the main
contractor -- actually carried out Construction of the following (a),
(B), and (C) (note only Construction Projects in which bidder has had
a 30 percent or greater share are eligible for consideration) a) a
cast-in-site pile foundation, excluding caisson-type piles, of at least
40 meters pile length, for bridge substructure (abutments, piers); B)
a concrete structure, using earth retaining Walls (including temporary
Construction), of at least 10 meters excavation depth; and C) work in
a currently used city street, securing at least four lanes traffic; 6)
firms that can assign to the Construction site a full-time field
representative who has -- since 1988 as field representative or Chief
Engineer -- had Construction experience as described in item (5) - (C)
above; 7) firms that can assign to the Construction site a pull-time
Chief Engineer or engineering supervisor who meets the following
criteria a) is qualified as a certified first-class Construction
supervisor or equivalent or higher; B) has since 1988 had Construction
experience as described in item (5) - (B) above; and C) in the case of
engineering supervisor, is qualified to supervise designated
Construction works; 8) firms not currently suspended from designation
by the Director of the Kanto Regional Construction Bureau; and 9) firms
not related by capital or personnel to the contractors involved in this
project bid documents must be obtained directly from the submitting
