Utilizing the authority of Title III of the Defense Production Act (DPA)(50 U.S.C. App. 2061, et seq.), the President may provide appropriate incentives to develop, maintain, modernize, and expand the productive capacities of domestic sources for critical components, critical technology items, and industrial resources essential for the execution of the national security strategy of the United States. The capability to manufacture naval aircraft carrier nuclear reactor steam generator tubing is essential to national security. As directed by the FY95 Appropriation Law, the Defense Production Act (DPA) Title III Program Office intends to award a contract as described below to Babcock and Wilcox Company, Nuclear Equipment Division, Barberton, OH. Other than full and open competition per FAR 6.302-5(a)(2)(i) applies to this acquisition as statute expressly requires that this procurement be made from the above specified source. This effort involves the maintenance of the critical capability and the vital skills associated with cold drawn, seamless, naval aircraft carrier nuclear reactor steam generator tubing. As part of this program to preserve national defense capabilities, this will allow the domestic supplier to improve competitiveness in the commercial nuclear steam generator tubing market.
