This requirement is for the National Test Facility for Advisory and Assistance Services. This requirement is set aside for small business, and the Standard Industrial Classification (SIC) Code for the acquisition is 8711. The National Test Facility (NTF) is seeking qualified small business contractors to provide non-personal management, engineering, and technical assistance support on an NTF Advisory and Assistance Services (NAAS) contract at Falcon AFB. The mission of the NTF is to provide a comprehensive simulation environment to support Ballistic Missile Defense (BMD) design, development, and Operational Test and Evaluation (OT&E); plus support warfighting theater commanders and service components with real-world simulations to exploit aerospace system capabilities and to explore Theater Ballistic Missile Defense (BMD/TBMD) operational concepts. The NAAS contractor shall provide technical, programmatic, and administrative services in, but not limited to: program operations; financial management; software, hardware, and system development and test reviews and management; program management support; visual aid production; and meeting support. Small business firms shall demonstrate they can provide performance and personnel capable of handling the diverse acquisition program management and technical requirements for supporting the NTBJPO with a broad customer base (i.e., BMDO, NORAD, USSPACECOM, AFSPC, DMSO, and DNA). Small business firms must demonstrate ability to build a core team and be able to immediately (within 48 hours) bring on temporary subject matter experts in, but not limited to: ballistic missile defense; modeling and simulation; battle management, command, control, communications, computers and intelligence; joint and combined warfare; development and operational test and evaluation; advanced computing architectures; software development, sustainment, and reuse; strategic planning; systems engineering; advanced communications concepts; program management; acquisition strategies; business strategies; financial management, cost accounting, and cost estimating; total quality management; facility administration; professional writing support; foreign disclosure, security engineering and accrediation; and program planning, budgeting, and execution.
