Sought synopsis. The following information is provided to do a Market
Survey of Industry to see if there are any potential contractors, in
addition to Hercules Inc., who have the skills and knowledge required
to complete this effort. The Silo- Based ICBM System Program Office
(SPO), Ogden Air Logistics Center (OO- ALC), is planning Depot
Sustainment and Aging Surveillance (AS) contract for the Peacekeeper
Stage III motor. The Air Force is anticipating the award in Sept 95 for
the FY96 sustainment and A/S contract for PK stage III to the
contractor most qualified to perform the required tasks. The selected
contractor will be responsible for accomplishing the sustaining
engineering tasks, Aging Surveillance testing and service life analysis
on Peacekeeper stage III motors, components, and material, maintain
historical records, provide maintenance and liaison support. Any
response to this synopsis shall describe the potential offeror's
qualifications in the following areas: (1) Solid Propellant Programs.
Describe current and past Minuteman and Peacekeeper programs conducted
by the potential offeror and their relevance to Solid Propellant Stage
Motor Sustaining Engineering and Aging Surveillance tasks. (2)
Management Systems. Describe the management approach to be employed on
the program. (3) Personnel Experience. Describe the Qualifications of
personnel projected to work on this program. Management, engineering,
quality assurance and manufacturing personnel should have experience
on Minuteman/or Peacekeeper and/or similar programs including
experience in solid rocket propulsion. (4) Facilities. Describe the
facilities available which are suitable for storage, handling and test
for Peacekeeper Stage III Motors and components. (5)
Subcontractors/Vendors. Describe the procedures proposed for selecting,
managing, and qualifying subcontractors/vendors. Identify the
subcontractor/vendor who will be available to supply materials and
components necessary for the program. To quality, offerors must
substantiate that they have (1) the necessary knowledge and
understanding of the depot sustainment and A/S tasks (2) the necessary
knowledge of the PK Stage III Motors (3) appropriate management,
engineering and manufacturing experience on similar solid propellant
motors to meet program objectives without significant technical,
schedule, or cost risk. Minimum security requirements for this efforts
are SECRET. Foreign participation is not authorized for this effort.
Potential offerors are requested to submit two (2) copies of an
unclassified response (limited to 30 pages) within 10 days after
