AMC Contracting Flight anticipates issuance of a follow-on acquisition on a sole-source basis for the procurement of Change Management Training, Research, and Data Analysis to support the transition issues being faced by the U.S. Air Force today. The Contractor, Cramer Institute, will be required to provide Change Management Training which is tailored to the unique requirements of the military at three USAF locations: March AFB, McConnell AFB, and McGuire AFB. Subsequent research and data analysis will be required at eight USAF locations: Charleston AFB, Plattsburgh AFB, K.I. Sawyer AFB, Griffis AFB, Castle AFB, March AFB, McConnell AFB, and McGuire AFB. (The requisite change management training has already been conducted at Charleston AFB, Plattsburgh AFB, K.I. Sawyer AFB, Griffis AFB, and Castle AFB.) The requirements are planned to be awarded on a sole-source basis pursuant to the authority under 10 U.S.C. 2304(c)(1), only one responsible source, due to the proprietary nature of the training materials required and to ensure consistency in research and data analysis to produce accurate results. The Government anticipates a firm fixed-price contract with a period of performance of approximately 1 Apr 95 through 30 Sep 95 plus a one-year option period. The Standard Industrial Classification (SIC) code for this acquisition is 8299, Schools and Educational Services, with a small business size standard of $3.5M. Interested parties may submit a capability statement which identifies their capability for providing change management training, research and data analysis to meet the military's unique requirements.
