962-0174 This synopsis anticipates the award of a Firm Fixed Price
Construction contract, on an unrestricted basis. The solicitation is a
Request for Proposal (RFP). The work involves the remediation of
twenty (20) radiologically contaminated residential properties and a
commercial warehouse site. Primary work elements consist of dismantling
the contaminated components of buildings; excavating contaminated soil
within the property lots; packaging, transporting of contaminated
materials. A disposal facility for the radiologically contaminated
material will be made available under a Government contract. The
uncontaminated demolition debris will be disposed of in a permitted
landfill. Twelve (12) buildings will be reconstructed and landscaped as
part of the remediation. Remaining property excavations will be
backfilled and seeded. Work at the warehouse site includes contaminated
soil removal and will require sheeting and shoring. Extensive Health
and Safety, Quality Control, and Waste Characterization Programs will
be required. Relocation of the property owners will be the
responsibility of the Government. The estimated costs is more than
$10,000,000. The contract duration is approximately 1,095 calendar
days. Responding large business offerors shall be required to submit
with their proposals a small business and small disadvantaged business
subcontracting plan. The subcontracting goals for this contract are
that a minimum of 25% of the planned subcontracting dollars to be
placed with small business concerns and a minimum of 10% of the planned
subcontracting dollars to be placed with small dis- advantaged business
concerns. Offerors will be required to submit Technical, Management,
and Cost proposals. Award will be made to the firm whose proposal has
an acceptable Subcontracting Plan and is most advantages to the
Government considering technical, management, and cost/price factors.
Request for solicitations shall be in writing and no telephone or
telefaxed requests for the solicitation package will be accepted. The
