Four year, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for up to a maximum of 29 each brand name American Science and Engineering, Inc. (AS&E) Model 101Z X-Ray Systems with enhancements mounted in a General Motors G-20 Van or comparable unit; up to a maximum of 31 each brand name AS&E Model 101XLZ X-Ray Systems with enhancements; provide and install up to a maximum of 18 each extra-penetration upgrades for existing fielded brand name AS&E Model 101Z X-Ray Systems; all with commercial operator and maintenance manual and no-cost commercial warranty. Delivery shall be f.o.b. destination to CONUS and OCONUS locations within 6 months after effective date of Delivery Order. The contract is intended to be awarded on a sole source basis to AS&E pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. The U.S. Customs Service (USCS) is expanding and upgrading the number of its existing AS&E X-Ray Systems used for drug and weapon interdiction purposes. AS&E is the sole designer, developer and manufacturer of the Model 101Z X-Ray systems which are the only systems with the capability to detect organic material and synthetics from both a horizontal and vertical plane. AS&E possesses all technical and patent rights for this system. All responsible sources may submit a bid, proposal, or quotation which shall be considered; however, this is not a request for competitive proposals. Interested concerns must demonstrate the capability to respond to the requirement and any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
