eligible tender participants: designated consortia pre-qualified by the
president of Hokkaido University and comprised of three firms that meet
the following criteria 1) firms that do not fall under articles 70 and
71 of the cabinet order concerning budget, auditing, and accounting;
2) firms grade-''a'' qualified for open competitive tendering on
construction works by the ministry of education, science, and culture
for goj fy 93/94; 3) firms that score 1,100 points Or more in a ''P''
value obtained from an evaluation of bidding company's management
operations at the time of application for qualification; 4) firms that
have been in operation for three years Or more under the construction
business law; 5) firms that have since 1988 actually carried out
construction of a medical facility, made of steel-framed reinforced
concrete, five- stories Or more and at least 7,000 square meters total
floor area note: only construction projects in which bidder has had a
30 percent Or greater share are eligible for consideration; 6) firms
that can assign to the construction site a full- time chief engineer Or
engineering supervisor who meets the following criteria a) is qualified
as a certified first-class construction supervisor Or architect; B) has
had since 1988 construction experience as described in item (5) above;
and (C) in the case of engineering supervisor, is qualified to
supervise designated construction works; 7) firms not currently
suspended from designation by the official in charge of outlays; and 8)
firms not related by capital Or personnel to the contractors involved
in this project bid documents must be obtained directly from the
submitting agency, not from U S. Embassy. Date of publication in
