Evaluation Division of the Naval Command Control and Ocean Surveillance
Center (NRaD) issues this Broad Agency Announcement (BAA) under the
provisions of the Federal Acquisition Regulation (FAR 6.102(d)(2). NRaD
is interested in applied research and development proposals related to
the development of low frequency (less than 1 kHz) and high power
(greater than 5 KW) acoustic projectors for the generation of either
impulsive or modulated sound for application to surveillance systems.
Emphasis is on novel designs with one or more of the following
characteristics: a. High efficiency, b. Small size, c. Low weight, d.
Wide frequency bandwidth, e. Large depth tolerance, F. High
reliability. All proposals received will be evaluated after the closing
date by a government evaluation team. Award decisions will be based on
a competitive evaluation using the following criteria in descending
order of importance for evaluation merit: 1. Overall scientific and
technical merits of the proposed development. 2.
Technical/developmental risk - evidence that the objectives are
achievable and, 3. Corporate risk- capabilities, related experience,
facilities, techniques, or unique combinations of these which are
integral factors to achieving the proposed objectives. The merits of
each proposal will be evaluated in response to one or more of the
research and development areas indicated. Proposals submitted must be
in conformance with the instructions that will be provided by the NRaD
Supply Department. Anyone wishing to offer a proposal must first
request an information package by January 30, 1995, which will contain
useful technical information. Please fax your name, company
affiliation, company address, telephone number and fax number with your
request to Loretta Bourne at fax number (619)553-4464. Next, submit a
white paper no longer than 10 pages including graphs and figures by
February 21, 1995. The white papers will be evaluated by a government
evaluation team and only offerors submitting acceptable white papers
will be invited to submit a proposal. The criteria that will be used to
rate the proposals (listed above) will also be used to rate the white
papers. A conference will be held at NRaD, Building 1, Room A509
Bayside tentatively scheduled for the week of March, 20, 1995, where
individuals/companies selected from the white paper submissions will be
allowed to give a 20 minute presentation of their intended proposal to
a government only audience. The presenter will receive feedback from
the government as to its level of interest within five working days
after the conference. Attendance at this conference is optional.
Offerors will not be allowed to attend other company presentations.
Attendees must register and send their visit request and/or security
clearance by March 14, 1995. There will be a $5.00 per person
registration fee payable at the door. The proposal format and
registration information will be supplied along with the invitation to
submit a proposal. Representatives of foreign owned companies must
submit their visit requests/security clearance through the country's
embassy. The deadline for submission of the proposals is tentatively
scheduled for April 7, 1995. Proposals shall be formatted in two
volumes, a technical volume one and a cost volume two. Volume one shall
be no longer than 40 pages including graphs and figures. Award
decisions will be based on a competitive selection of proposals
resulting from a scientific review by the Proposal Evaluation Committee
(PEC). Proposals will be evaluated using the same criteria specified as
the white papers, except that cost will be a factor in the award
decision. Multi-year development projects are preferred provided the
offeror can structure a baseline demo phase followed by an option
phase. One to two year baseline projects are acceptable. The government
anticipated funding three cost-type contracts, not to exceed &650,000
per contract for the baseline phase under this BAA. However, the number
of proposals funded will depend upon the technical merit of proposals
received and available funding. The government may negotiate the
complete effort including options, but initially provide for funding on
the baseline phase only. There will be no formal request for proposal
(RFP) or other solicitation with regard to this BAA nor does the
issuance of this BAA obligate the government to fund any subsequently
invited proposals nor pay any proposal preparation costs. Interested
parties are invited to respond to this synopsis. All responsible
