an amendment to the previously issued synposis dated 05 October 1994.
A decision has been made by the Department of Defense to merge the Air
Force/Navy Missile Warning Program (AMWS) with the Advanced Threat
Infrared Countermeasure (ATIRCM) Program. The ARMY proposes to acquire
a thirty-six (36) month Engineering & Manufacturing Development effort
entitled the Advanced Threat Infrared Countermeasure (ATIRCM) Program.
The ATIRCM is an airborne self protection system designed to detect
missile threats and employ directed infrared countermeasures and
expendable dispensing to defeat IR threats. The ATIRCM MWS requirements
include the Air Force/Navy particular requirements that allow for a
common MWS. The ATIRCM MWS subsystem will be capable of stand alone
operations or with a dispenser system. It is anticipated that a hybrid
type contract (Cost-Plus Award Fee and Time and Material) will be
utilized for this acquisition. The current basic requirements under
this acquisition are six (6) each ATIRCM systems, forty-five (45)
Common Missile Warning Systems (CMWS), test and system support
equipment, Bore Sight and Alignment Equipment, Electro-Optical (EO) and
Infrared (IR) Stimulators, initial spares and repair parts, system
testing, installation (A-Kits) for the MH-60K, aircraft refurbishment,
training, data, technical manuals, Initial Operational Test and
Evaluation (IOT&E)/OPEVAL Support, Development Test and Evaluation
(DT&E)/Techeval Support, Group A Modification Support, Platform
Feasibility Studies and Engineering Support. The option requirements
are up to 25 additional ATIRCM Systems, subsystems and derivative
versions of the ATIRCM system, spares, A-Kits for MH-47, AH-64,
EH/UH-60, SH-60, MH-53, V-22, CH-47 and MH-60K, Bore Sight Alignment
Equipment, EO and IR Simulators and testing. IMPORTANT NOTICE: The
Executive Summary and the solicitation will be issued on the CECOM
Electronic Bulletin Board. Any new business concerns that did not
participate in the original Draft RFP/Executive Summary MUST review the
Executive Summary on the EBB prior to requesting in writing the
solicitation and classifed specification. Only firms which have a
facility clearance and storage capability of SECRET/NOFORN can obtain
the classified specification. In order to be eligible for award, your
facility/storage capability must be at the level of TOP SECRET/NOFORN.
Firms who were on the bidders list for the ATIRCM shall provide
written notice of their interest in the merged program in order to
remain on the bidders list. You must furnish your Cage Code and
''Approved Classified Mailing Address'' with your request for the
formal RFP. Requests in writing shall be addressed to: US ARMY CECOM,

07703-5008. No telephonic inquiries will be accepted. Your request may
be sent by facsimile to 908-532-5624, with original to be followed in
hard copy. Your request to remain timely with this acquisition should
be submitted not later than 10 February 1995. A copy of the Draft
Advanced Missile Warning Solicitation may only be obtained by accessing
the Electonic Bulletin Board (PIXS) at Wright Patterson Airforce Base.
The bulletin board can be accessed via modem at 513-476-7217.

at 513-255-2739. The AMWS Draft RFP will not be available for pick-up
