Feasibility Demonstration which will entail the production of high
strength filament wound composite materials developed for use on the
Army HICAP Projectile and currently being used in the state-of-the-art
gun barrel development for the Navy's composite gun barrel technology
project. The contractor shall work with Naval Surface Warfare Center,
Dahlgren, Division, Dahlgren, VA, and Army Research Laboratory (ARL),
Aberdeen, MD to implement a timely and cost effective project. The
following tasks will be conducted: (1) Complete the detailed design of
the composite gun barrels and document the results. This entails
completing the second iteration of the barrel design, factoring in the
results of the pressure wave propagation analysis performed by ARL,
and delivering the results to ARL in a form compatible with their three
dimensional finite element modeling program to do a full model of the
composite barrel. This design shall take into account both structural
and thermal loading to which the composite barrels will be subjected.
The contractor shall coordinate with both NSWCDD, and ARL to assure
that the most efficient and cost effective use of facilities and
manpower is obtained. (2) Develop and document the procedures and
fixtures necessary for manufacture of the composite gun barrels at
production rates on commercial filament winding apparatus. This effort
will eliminate the need to conduct a manufacturing technology
development program in order to build the barrels in production. (3)
Formulate a development test program for the composite barrel design
validation and a demonstration test program for the final composite
barrel demonstration prototypes. All tests will be conducted at one of
the aforementioned facilities. The contractor shall be required to
assist the government in developing the details of the tests,
monitoring the testing, and analyzing the results of the individual
tests. (4) Provide training to government personnel who are doing the
filament winding operation during the manufacture of test hardware and
prototypes. This training will be in the areas of procedural training
and use of developed fixtures necessary to produce the high strength
composites. (5) Provide limited test hardware and/or prototype
manufacture. This task will be used only if the government facility is
not available, or use of contractor facilities is necessary to meet
the project schedule. The proposed contract shall be negotiated with
Custom Analytical Engineering Systems, Inc. (CAES), Star Route Box 4A,
Flintstone, MD 21530 as CAES has developed a proprietary 3-Dimensional
analysis code capable of meeting the composite material design
applications necessary for the successful development of the composite
gun barrel technology demonstration hardware. Refer to Numbered Note
