39180-5191 C -- PROPOSED INDEFINITE DELIVERY TYPE (IDT) CONTRACTS FOR SURVEYING
SUPPORT SERVICES WITHIN ENGINEERING DIVISION SOL EDAEDF-4333-0317. DUE

Contact Point, Mr. Tommy Wardlaw, 601-631-5374. three contracts will be
awarded as a result of this announcement. Work will be accomplished
under an Indefinite Delivery Contract NTE $750,000 (plus an option year
with an additional $750,000) by the issuance of individual delivery
orders, NTE $150,000. The work consists of professional services in
connecton with surveying required at various locatons primarily within
the limits of the Vicksburg District which includes parts of Arkansas,
Louisiana, and Mississippi. Pre-selection criteria will be based on the
following considerations which are of equal importance. The firm
(either in-house or through association ith a qualified consultant)
must: A. Firm must have one or more registered land surveyors in each
of the states of Arkansas, Louisiana, and Mississippi. B. Have
demonstrated experience in the use of GPS and DGPS for both topographic
and hydrographic surveys. C. Have demonstrated experience in the
performance of first order horizontal and vertical control surveys,
gage and discharge surveys, and have a minimum of 3 years of
demonstrated experience in the performance of automated topographic
surveys utilizing total stations and data collectors, and cadastral
surveys. D. Have demonstrated experience in performance of multi-beam
or fan-sweep hydrographic surveying. E. Have the necessary equipment,
boats, and personnel with demonstrated experience in the performance of
the above type surveys. F. Demonstrate experience in use of CADD
systems. All drawings shall be furnished in Intergraph Microstation
design file compatible format. Deliverables shall be provided on one of
the following types of media, subject to prior approval from the
contracting official: nine (9) track tape 6250 bpi-VMS backup utility,
8mm Exabyte tape scpio saveset (UNIX), or 3.5'' diskette cpio saveset
(UNIX). The aforementioned files and backups must be of current
version in operation by the Vicksburg District at time of contract
award. Design file specification, level assignments, line styles, and
line weights shall be in accordance with Engineer Manual EM-1110-1-1807
(all parts) and/or as indicated by contracting official. Responding
firms must, as a part of their response, state the type of CADD system
to be used in this effort and explain in detail how the system will be
made compatible with the Vicksburg District Graphics System. Firms
failing to submit a part of their response information on how they will
achieve complete CADD compatibility with the Vicksburg District System
will not be considered. Selection criteria will be based on the
following: A. Specialized experience in first-order horizontal and
vertical control surveys; automated sydrographic surveys in real time
utilizing DGPS technology; topographic surveys utilizing total stations
and data collectors formatted for entry into intergraph computer
systems; topographic surveys utilizing differential GPS on-the-fly or
real time kinematic systems; cadastral surveys including large land
areas accepted by state or Federal courts to settle boundary disputes.
B. Professional qualificatons of employees designated to work under
this contract (includes professional recognition and work experience of
key personnel, professional registration, advanced degrees, and
specific work experience of key personnel, adequate management
personnel with required qualifications and experience in land surveying
to assure prompt response to surveying assignments). C. Past
Performance. D. Capacity in both available personnel and equipment to
accomplish the work in a timely manner (includes indicating sufficient
personnel and equipment to staff four 4-man survey parties
simultaneously). In the final selection process, the most highly
qualified firms will be interviewed. Location of the office(s) to
perform and/or manage the work, amount of DoD work for the past 12
months, extent of participation of SB, SDB, historically black colleges
and universities, and university institutions in the contract team, and
the interview results will be considerations in establishing the final
ranking. The first contract will be awarded on or about August 1995,
and the other two awarded immediately thereafter. Responses received by
31 January 1995 will be considered. Responding firms should send SF255
(1192 edition) and SF254 (11/92 edition, for the prime and all
consultants to U.S. Army Engineer District, Vicksburg, Attn: A-E
Coordination Team (CELMK-ED-ACE), 2101 N. Frontage Road, Vicksburg,

requested at a later date. Along with the fee proposal, the selected
firm (if a large business) will be required to submit a Subcontracting
Plan in accordance with FAR 19.702. Thenobjective of the plan is to
offer subcontracting opportunities to small business concerns and small
disadvantaged business concerns to the maximum practicable extent
consistent with the efficient performance of the contract. The
subcontracting plan shall separate percentage goals composed of direct
cost, indirect cost, or a combination of the two for using small
business and small disadvantaged business subcontractors. Questions
