DACW57-95-R-0021 DUE 030695 POC CONTRACT SPECIALIST, LESLIE CONKLIN,
503/326-6418 The Corps of Engineers, Portland District, proposes to
contract for geologic and geotechnical engineering services. The
contract will be an Architect-Engineer (A-E) Indefinite Delivery Type
contract for $750,000 with each delivery order not to exceed $150,000.
The contract period will be for one year, with an option to extend the
contract for one year. TYPICAL SERVICES: Typical geotechnical
engineering services will be as follows: a. Evaluation and Analysis.
Evaluation of soil and rock conditions and properties, slope stability
analysis, ground water studies, seismic studies. b. Foundation and
Embankment Design. Including seepage, settlement, bearing capacity,
stability, and seismic design. c. Geologic Mapping. d. Instrumentation
Installation and Maintenance. Including inclonometers, pressure
meters, monitoring wells, and piezometers. e. Explorations. May include
geophysical explorations, groundwater and water well investigations,
landslide investigations, marine investigations, drilling sampling and
logging of soils and rock, and insitu testing. f. Other Services. The
following services may be required under the contract, but won't be a
basis for selection. SF 254/255s need not include information on these
items, however, the firm selected for negotiation may be required to
furnish these services. (1) Report Preparation. Including site studies,
planning reports, design reports, and plans and specifications. (2) HTW
Investigations and Analysis. Conduct field investigations, site
characterization, analysis and evaluation for remedial actions, and
subsurface explorations, including HTW material handling, and disposal.
(3) Support. Including cost estimating, CADD (see paragraph 4 below),
and other engineering and scientific disciplines. 3. SELECTION
CRITERIA: Selection for this project will be based upon the following
criteria, shown in descending order of importance: a. Specialized
Experience. Demonstrated technical competence with respect to the
typical services to be performed as described in 2.a, 2.b, 2.c, 2.d,
and 2.e above. b. Professional Qualifications. Personnel to be provided
for this contract must be experienced in disciplines which would enable
performance on a wide variety of projects. Specifically required will
be engineering geologists or geoscientists and geotechnical engineers
registered in Oregon or Washington. c. Familiarity with Local
Conditions. Personnel must be familiar with local soil conditions,
geology, and geomorphology based upon personal work experience. d. Past
Performance. Past performance on contracts with respect to cost
control, quality of work, and compliance with performance schedules. e.
Current Workload. The firm's current workload with regard to their
capacity to accomplish the work within the required time. f. Small
Business Rating. In the event of a tie, the firms standing as a Small,
Small Disadvantaged, Woman-Owned Small Business, and the extent to
which those firms, as well as Historically Black Colleges, and
Universities/Minority Institutions (HBCU/MI's) participate in
subcontracting. g. Volume of DoD Work. In the event of a tie, the
volume of DoD work awarded to the firm within the last twelve months
will be considered. h. Location. In the event of a tie, the general
geographic location of the firm with respect to other firms, and
Portland District, will be considered. 4. CADD COMPLIANCE. The selected
firm must be able to provide engineering drawings on a computer aided
design and drafting (CADD) system and provide design drawings on 8mm
2.3GB cartridge tape, or high density floppy disks. These design
drawings must be fully compatible with the Portland District Intergraph
Computer-Aided Design System which utilizes an Intergraph UNIX
InterServe 6505, Intergraph UNIX workstations running MicroStation 32
and DOS based PC's running MicroStation PC. This includes, but is not
limited to, such items as smoothing of curves and arcs, full 63 level
assignments, color tables capable of supporting 256 colors, and be
capable of supporting 20 fonts. The design files must be delivered in
MicroStation file format. 5. ADMINISTRATIVE. A-E firms which meet the
requirements described in this announcement are invited to submit an SF
254 (A-E and Related Services Questionnaire) and an SF 255 (A-E and
Related Services Questionnaire for Specific Project). Only those
responses received by Portland District Contract Division prior to 4:00
PM local time on the date indicated above to the procurement office
shown. This procurement is open to both large and small business
concerns. The small business size standard, for which is a concern,
including affiliates, with average annual receipts over the past three
