The Naval Command, Control and Ocean Surveillance Center, RDT&E Division, San Diego, CA requires engineering support services to perform the implementation of a transition plan called ''Pathways for Continuous Improvement'' (PCI). The purpose of this plan is to assist small business in upgrading and modernizing their manufacturing facilities at an affordable cost. Among the tasks the contractor may perform are: develop a long-term (3-5 year) business strategy and a strategy for marketing PCI to both potential providers and end-use customers, prepare a standard set of marketing materials, develop and share start-up and operating costs models for PCI with potential providers, and provide a process for evaluating PCI delivery and impact. The resulting level of effort reimbursement contract will encompass a period of performance of 18 months. Total estimated hours is 1,900. Interested parties are invited to respond to this synopsis.
