Woods tel: 210/652-3260 OMB Circular A-76 Cost Comparison study for base operations support of Reese AFB, TX. Services required are in the functional areas of: (1) Civil Engineering, to include, Maintenence of Military Family Housing, Base Refuse and Disposal, Base Custodial, Furnishings Management, and Grounds Maintenance; (2) Services, to include Laundry and Dry Cleaning Services; (3) Supply to include Fuels Management; (4) Transportation, to include Vehicle Operations and Maintenance; and (5) Mission Support, to include Base Information and Transfer Service (BITS), and Publishing Distribution Office (PDO), to include Visual Information Services (VIS), Reproduction and Postal Service Center (PSC). In functional area 1, the contractor is required to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to: operate, service and maintain real property; furnish entomology services; furnish utility services; accomplish in-service construction; provide and participate in base emergency and disaster recovery exercises; maintain applicable civil engineering series regulations and publications, base refuse and disposal services, provide furnishing management services, provide base custodial services, provide maintenance to military family housing, and perform grounds maintenence services and laundry and dry cleaning services. In functional area 2, the contractor is required to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform the services function which includes the food services operation. In Functional area 3, the contractor is required to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform the base supply function under the standard base supply system and perform fuels management services. For functional area 4, the contractor is also required to provide all items necessary to perform transportation services to include traffic management, vehicle maintenence, vehicle operations, and mobility/contingency operations. In functional area 5, the contractor is required to provide all personnel, equipment, materials, supervision and other items and service necessary to operate the Publishing Distrubution Office (PDO), and Base Information Transfer system (BITS), Visual Informtaion Services, Reproduction and Postal Service Center. For PDO the contractor is required to order and process publications and technical orders, order, stock and process forms and accountable forms. For BITS, the contractor is required to process incoming and outgoing mail, provide directory service, and pick-up and delivery of official mail for the base. The offeror selected for each functional area, or combination of functional areas, will be made on the basis of an intergrated assessment of technical merit, total contract price, and the relative advantages and disadvantages of single vesus multiple awards. The single offer or combination of offers determined to be most advantageous to the Government will be compared to the Government bid. If the A-76 study favors contract awar, an award for any combination of functional areas, or one contract award for all areas may be made. The period of performance is anticipated to be 1 Jan 96 through 30 Sep 96 with four one-year pre-priced options and a six month option to extend services. The place of performance is Reese AFB, TX. All responsible sources may submit a proposal which shall be considered by the agency. This requirement is 100% SET-ASIDE FOR SMALL BUSINESS for functional areas 1, 3, and 4 (Civil Engineering, Supply and Transportation). This requirement is 100% SET-ASIDE FOR SMALL DISADVANTAGED BUSINESS for functional area 2 and 5 (Services and Mission Support). A fixed price incentive contract with award fee (Civil Engineering) and fixed-price contract with award fee is anticipated (Services, Supply, Transportation and Mission Support). Contractors are also notified that there will be no contract award if Government performance is determined to be more advantageous. See note 1. (0011)
