02611, (703) 602-7706. The Navy's Lightweight Torpedo Program Office
(PMO406) is interested in obtaining information from industry on their
ability to support the development and production of the Lightweight
Hybrid Torpedo. The Hybrid Torpedo is being developed to counter the
growing Rest of World threat posed by diesel submarines operating in
the shallow water/littoral environment. The Hybrid will utilize MK 50
forebody components with Commercial-Off-The-Shelf (COTS) based
receiver/processors, the MK 103 warhead, and the MK 46 afterbody
upgraded to include selected MK 50 and ADCAP components. Torpedo
tactical software will reflect commonality with that of ADCAP and MK
50. Pending a successful Milestone review in early 1995, the notional
strategy of the Hybrid program is as follows. Award of a Production
Prototype Model (PPM) contract is planned in FY96. This contract is
expected to require selective torpedo hardware development, limited
hardware and software development of test equipment, systems
integration, procurement of 35 PPM units for an environmental and
rigorous in-water test program, and engineering support for testing
including torpedo and Functional Item Replacement level failure
analysis. Selected MK 46 and MK 50 components will be provided as GFE
along with the tactical software which will be developed by NUWC
Newport. Completion of the Technical Data Package by the PPM Contractor
is planned for FY99. This will lead in the same year to a contract
award for 25 LRIP kits which will be integrated by NUWC Keyport into MK
46 Mod 5A(S) torpedoes. IOC is planned in FY01 with full production
planned starting in FY02 for a total of 2000 kits. The Unit Production
Price is roughly estimated at $200K in constant FY94 dollars.
Successful offerors for LRIP and full production awards will be
required to provide all Hybrid unique hardware including unmodified MK
50 components, i.e. MK 50 components will not be provided as GFE. The
only qualified producers of the MK 50 are Alliant Techsystems and
Westinghouse who are under contract to produce a total of 1,063
torpedoes, of which 687 have been delivered to date. Any other firm who
has yet to qualify to produce MK 50 components required for the Hybrid
should expect to do so within the schedule set forth above and without
any additional cost to the Navy. Interested firms are invited to advise
the Navy on their knowledge, experience and capability in the following
areas: (a) electronic component development and torpedo component
production; (b) COTS application experience in an underwater vehicle
environment including shock, vibration and temperature; (c) test
equipment development including test program sets and interface
devices; (d) factory, environmental and in-water testing of underwater
vehicles including failure analysis and corrective action; (e) program
management of weapon systems covering design, material procurement,
production, testing, cost/schedule control and configuration
management. Responses to this Notice should be unclassified, not exceed
50 pages, and be submitted by 3 February 1995 to: Program Executive
Office Undersea Warfare (PMO406), 2531 Jefferson Davis Hwy., Arlington,
VA 22242-5169. The Navy will not contract on the basis of this Notice
and will not reimburse any firm for expenses incurred preparing its
