contract to a commercial coast station licensed by the Federal
Communications Commission (FCC), or foreign agency equivalent, who can
provide high frequency continuous wave (HFCW) Automated-Mutual
Assistance Vessel Rescue (AMVER) message delivery services in the
Western Pacific and the Indian Oceans. The coast station will receive
HFCW AMVER messages from ships at sea and electronically deliver them
to the Coast Guard Operations Systems Center (OSC) in Martinsburg, West
Virginia. A 1-800 phone number will be established as the primary mode
of delivery for these messages. The commercial coast station may use
EasyLink or Telex as a backup system to delivery messages in the event
the 1-800 telephone number is inoperative. A separate message control
numbering log for HFCW AMVER messages shall be maintained by the
contractor for the Western Pacific and the Indian Ocean traffic. A
control numbering log shall also be maintained for messages
electronically transferred to OSC. All correspondence shall reference
solicitation number DTCG23-95-R-TMXF20 and include the responding firms
name, address, point of contact, telephone number and business size
status. All responses to this notice shall be received within 30 days
from date of this publication. A firm fixed-price contract with four
option years is contemplated. The Standard Industrial Classification
Code assigned to this procurement is 4899. Coast Guard anticipates
issuing a solicitation on or about 23 February 1995. ''This Notice is

Business Enterprises: The Department of Transportation (DOT), Office
of Small and Disadvantaged Business Utilization (OSDBU), has a short
term program to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
