The work includes but is not limited to the completion of construction drawings and details for the construction of an addition to the Cold Storage Facility. Project includes the design and construction of a staging area and 3 dock slips, and 3/chiller/freezer compartments and incidental related work to provide a complete and useable facility. Project will include one option item for the abandonment of an existing underground HTHW line to the west of the existing facility by replacement of temporary under and above ground HTHW line. The method and procedures that the contractor will be selected will be the Most Advantageous Proposal (Best Value) to the Government, price and other factors considered. The offerors will be evaluated on price and other non-price related criteria. Factors are as follows: Relevant Project Experience, Project Organization and Personnel, and Building Design and Construction. The proposed acquisition listed herein is being considered for 100% Set-Aside for Small Disadvantaged Business (SDB) Concerns. Interested SDB Concerns should notify this office in writing, Attn: Code 0212LP of their intention to bid the project as Prime Contractor as early as possible but no later than 20 JAN 95. This notification must include a positive statement of eligibility as a small socially and economically disadvantaged business concern, evidence of capacity to obtain required bonds and specific information which demonstrates the capability to perform projects of this complexity and magnitude. Complete information concerning management experience in similar work and financial status should be submitted with references. If adequate interest is not received from SDB Concerns, the solicitation will be issued on an unrestricted basis. In either event, an amended synopsis will be issued indicating set-aside decision. Estimated cost is $1,000,000.00 to $5,000,000.00. Estimated duration of the contract is 395 calendar days for completion. (0011)
