DUE 030295 POC Mr. Arthur O'Dea, Contracting Officer, Phone: (508)651-4289 or, FAX: (508)651-5286 The US Army Natick RD&E Center seeks to contract on a full and open competitive basis for upto 152 Chemical Biological Protective Shelter Systems(CBPSS) in 3 phases and also obtain technical data. The CBPSS is a highly mobile, self contained, collective protection system primarily used as a battalion aid station. This shelter system attaches to the rear of a heavy variant Highly Mobile Multipurpose Wheeled Vehicle(HMMWV) and mounted Lightweight Multipurpose Shelter(LMS). The CBPSS is, therefore, a HMMWV-mounted medical system that is comprised of a rigid-wall shelter and airbeam-inflatable tent, which are complexed together to provide chemical/biological protection with on board power, environmental control, and collective protection provided by positive overpressure to create and maintain a c/b protected environment that is integrated into the rigid wall shelter. To perform sucessfully on a contract, offerors should expect to provide as part of the sytem all components thereof to include the HMMWV heavy variant and the 10 kw trailer mounted generator. The 3 phases consist of a Preproduction and Production Evaluation Effort for incorporating design changes into the Technical Data for each design enhancement for the CBPSS; the refurbishment of a GFP preproduction prototype CBPSS for use in a Government logistics demonstration; and a limited production run of 7 First Article Test (FAT) units, then 10 production units followed by a series of options for up to a possible total quantity of 152 units. Up to a three year effort is planned. To offer on this acquisition, a prospective offeror, in addition to other requirements, will be required to review approximately 3,000 drawings, mark and annotated the drawings to incorporate design refinements and support these refinements with analysis and rational. A limited number of these drawings exist. Therefore, the Government may require a substantial fee to obtain these drawings on a first come first serve basis. The solicitation number does not exist at this time. Only firms with the necessary capabilities to perform should submit their requests to the individual at the address above and clearly mark the written request CBPSS.
