All analysis and determination shall be performed in accordance with the guidance of the Federal Information Resource Management Regulation (FIRMR) as shown in Part 201-39.803-3 titled ''Procedures'' under Part 201-39.803, ''GSA nonmandatory schedule contracts for FIP resources''.
