The Human Systems Center's (HSC) Clothing Branch is contemplating a competitive award for the redesign of the Air Force A2 Leather (Goatskin) Jacket. Requirements of the contract will include providing specifications, patterns, prototypes, fit/wear test garments, and fit/wear test consulting. The Government will perform the fit/wear tests. Invitations for Bid (IFB) are expected to be released about 20 Feb 95, and responses will be due within 30 days of IFB release. Bidders desiring a copy of the IFB (See Numbered Note 1) shall send a written request to: HSC/YAK, Attn: Capt Steve Smith, 8107 13th Street, Brooks AFB, TX 78235-5218. In accordance with our effort to continually improve our procurement processes, HSC has established an Ombudsman to hear concerns from bidders or potential bidders during the proposal phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or the contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
