315-330-2762. Completion 30 months: Improve the quality of the Air
Force Command, Control, Communications and Intelligence (C3I)
system/software requirements through the development of the first build
of an advanced requirements engineering workstation by enhancing and
modifying the existing technology of the Requirements Engineering
Environment (REE). The approach is to enhance and modify the existing
technology of the REE. Existing code generation facilities will be the
foundation for a user interface code generator. The existing object
management system will be replaced by the ObjectStore Database
Management System. Syntax directed editing technology will be added.
Interfaces to COTS requirements analysis and performance modeling tools
will be developed. Dynamic graphics capabilities will be upgraded for
more realistic user interfaces. Potential bidders should have expertise
in the areas of requirements engineering tools and techniques, object
oriented methodologies, object oriented database management systems,
Ada, user interface modeling, prototyping techniques for large scale
systems, X-Windows technology, and the SUN/UNIX operating system. A
read library containing technical information relating to this
acquisition is available for review by potential offerors at Rome

sooner than 20 days after publication of the CBD. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contract
Specialist, 315-330-4981. The purpose of the Ombudsman is not to
diminish the authority of the contracting officer or program manager,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. No telephone requests for the solicitation will be

contain the respondent's Commercial and Government Entity (CAGE) code.
