of Standards and Technology (NIST) has a requirement for a contractor
to perform non-personal services for the purpose of building a
comprehensive, evaluated collection of retention indices for gas
chromatography (GC). The data shall be primarily intended for users of
the NIST/EPA/NIH mass spectral database in identifying unknown
compounds. The contractor shall provide the retention index data in an
agreed-on digital format along with compound identification and full
documentation of the origin and evaluation of the data. The contractor
shall also provide an evaluation of existing methods for estimating GC
retention. Services are required for one year with an option to renew
services for two additional one-year periods. Proposals will be
evaluated on contractor's Proposal Submission, Experience, and price.
The offeror shall have extensive experience in analysis of GC retention
data. This experience must include an understanding of the principal
sources of errors, the various methods for obtaining the data, the
major groups worldwide involved in making such measurements, methods
for estimating and correlating this data on the basis of the underlying
thermodynamic principles. This must be demonstrated by publications in
major international journals and books and evidence of having
developed an evaluated collection. All small business responsible
