OPERATIONS, MAINTENANCE, AND SUPPORT OF USSTRATCOM COMMAND AND CONTROL SYSTEMS. Operations, Maintenance, and Support of the United States Strategic Command (USSTRATCOM) Command and Control systems and other systems that may directly or indirectly interface to them for the period 1 October 1995 or subsequent thereto through 30 September 1996, with four option periods. Majority of work will be done in support of two systems; Command Center located in Bldg 501, Offutt AFB, NE and Commander In Chief (CINC) Mobile Alternate Headquarters (CMAH), a mobile system that is detached out of Offutt AFB. The Command Center consists of the following subsystems; Command Center Automated Data Processing (CCADP), AudioVisual, Voice Communications, Data Communications, and Electromagnetic Pulse (EMP) shield. The CCADP consists of two hardware and two software subsystems. The Graphic Display Briefing Subsystem (GDBSS) and the Command Center Local Area Network (CCLAN) are the two hardware subsystems, while the Briefing Presentation Manager (BPM) and the Support Applications Manager (SAM) are the software subsystems. The GDBSS consists of IBM RISC 6000 UNIX-based workstations, Fiber Distributed Data Interface LAN and associated hardware, a Cresnet control computer, and three image generation Personal Computers (PCs). The CCLAN consists of NOVELL servers, a token ring LAN and associated hardware. The BPM provides users the ability to create, edit, and present briefings. Additionally, the BPM provides process control during presentations, video generation, and signal routing during briefings. The SAM provides the Microsoft Windows environment, Commercial Off the Shelf (COTS) products, and developed software. The audio-visual subsystem includes rear screen projection, record and playback audio and video, voice lift, and source integration. Voice communications includes both secure (RED) and non-secure (BLACK) Electrospace systems, Inc. (ESI) switches, which provide access to the Defense Red Switch Network (DRSN), commercial line interfaces, T1 lines, radio interfaces, and other unique government communications systems. Data communications includes interfaces to such systems as the Strategic Automated Command Control System (SACCS) Data Transmission Subsystem (DTS), World Wide Military Command and Control System (WWMCCS) and the WWMCCS Information Network (WIN), and the Improved Emergency Message Automatic Transmission System (IEMATS). The command center EMP shield consists of the building facility shield plus treatments of the required shield penetrations. The CMAH is housed in 12 EMP hardened shelters mounted on flatbed trailers for road mobility. Ten of the shelters are joined in pairs to form five larger shelters: one for command element and its equipment, one for war planning functions, one for intelligence functions, and two for communications. The remaining two shelters house communications equipment. When the CMAH is operating, a LAN connects the operating elements with the information systems. Power is provided by two diesel powered generators. The communications capabilities include various landline, HF, satellite communications, and UHF/VHF facilities providing both voice and data transmission and receipt capabilities. Automated data processing support provides a variety of desktop and minicomputer hardware and software. The primary tasks are maintenance of selected software programs and products; logistics support to repair or replace selected components; EMP hardness maintenance/hardness surveillance for selected facilities; configuration management administration services for command and control hardware, software, interfaces, and facilities; CMAH program management, logistics management and configuration management services; Engineering services; and options for on-call and scheduled maintenance of selected operational hardware and software components and systems. The RFP will be available on or about 17 Feb 95. Closing date is on or about 28 Mar 95. No telephone requests. Only written requests received directly from the potential offeror will be accepted. Preproposal conference will be scheduled 10 days after issuance of RFP packages. A bidders library will be made available for a period of ten (10) workdays beginning the day the preproposal conference is held. All responsible sources may submit offers. SIC Code 7379 applies.
