The Fleet and Industrial Supply Center San Diego intends to place a contract on a sole source basis with Unisys Systems of Winnipeg, Canada for the retrofit and upgrade of the Marine Air Traffic Control and Landing System (MATCALS) Control and Distribution Set (CDS), AN/UYQ-42, for the Naval Command, Control and Ocean Surveillance, In-Service Engineering (NISE) West, Vallejo, California. Delivery will be F.O.B. Destination to NISE West Vallejo for a base year and four (4) one-year options. This notice of intent is not a request for competitive proposals. Interested parties who contend that they are capable of providing the services should submit, within 45 days from the publication of this notice, specific factual data and other pertinent information as so desired, to be used as an evaluation basis to determine competence to successfully meet the requirement. All proposals received within the 45 days notice period will be considered by the Government. The Government reserves the right not to open this requirement to competition based upon responses to this notice. Technical responses and requests received as a result of this Notice of Intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
