support of the Department of Energy (DOE) Weapons Complex and requires
the contractor to maintain and operate government-furnished aircraft
based at Albuquerque, New Mexico; Las Vegas, Nevada; and such other
locations as may be directed by the government, for the purpose of
providing safe and efficient air transportation and related services.
This acquisition will be set-aside for small business (SIC 4512, 1,500
employees) and will be procured by issuance of a competitive Request
for Proposal (RFP) for a support services contract to replace the
current Management and Operating contract with Ross Aviation, Inc.,
which expires February 29, 1996. A contract with a three-year base
period and one two-year option is contemplated. The primary mission of
DOE/Albuquerque Operations Office (AL) is the research, development,
production/dismantlement, safety and surveillance of nuclear weapons
for the United States. DOE owns or leases aircraft to support AL's
statutory mission. The aviation support services contractor will
provide air transportation for personnel and cargo that support DOE
defense program research and production/dismantlement programs
utilizing government-furnished facilities, materials, and aircraft. The
aviation services of DOE/AL include the transportation of: (1)
hazardous, classified, and time critical materials for the
Transportation Safeguards Division, Nuclear Weapons complex plants and
laboratories, the Department of Defense, and other agencies and
contractors, (2) scientists, engineers, technicians, and management
personnel between Las Vegas, Nevada; and the Tonopah Test Range; and
between the Albuquerque International Airport and Los Alamos, New
Mexico; and (3) time critical classified and/or hazardous test devises
or materials between the National Laboratories and various test
locations in support of nuclear weapons and other related defense and
work for others programs. Special flights to support DOE/AL missions
are scheduled as necessary. The DOE/AL aviation operations adhere to
the air carrier/commercial operator provisions and requirements of 14
CFR 121, and 135. These Federal Aviation Administration (FAA)
regulations impose the same standards, qualifications, and requirements
of operation, maintenance, quality control, and training as those of
domestic and commuter air carriers and operators of large aircraft.
These DOE/AL and FAA enforced standards enhance the maintenance
reliability and operational safety for the transport of key personnel
and classified/hazardous cargo to acceptable and manageable levels. In
addition, the contractor must further adhere to DOE Order 5480.13A,
''Aviation Operations and Safety,'' and DOE/AL Supplemental Directive
5480.13A, ''Aviation Operations and Safety.'' Departmental aircraft are
also operated under an FAA Air Carrier operating certificate in
regularly scheduled commercial passenger service between Albuquerque
and Los Alamos, New Mexico. This is a unique commercial operation of
government facilities and assets to support the Los Alamos National
Laboratory, its covered contractors, and technical/business traffic.
The air carrier operation from counter and ramp space at both locations
offset operating costs for the government. This part of the DOE/AL air
services evolved from the development of community services for the
Laboratory and the remote community of Los Alamos. The estimated date
for issuance of the RFP is March 1, 1995. All responsible sources may
