The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as provided in FAR 31.205-18, Bid and proposal costs. This solicitation is issued for the purpose of obtaining information on available Moving Target Detector (MTD) processing systems. The Navy is interested in an MTD upgrade for its existing analog AN/GPN-27 Airport Surveillance Radars, to provide improved radar performance and digital outputs. The Naval Command Control and Ocean Surveillance (NCCOSC), In-Service Engineering East Coast Division (NISE EAST), Charleston, SC requests informational quotations on Non-Developmental Item (NDI) MTD upgrades for the AN/GPN-27. Equipment is to perform primary target extraction, primary/secondary target correlation, target tracking, weather data extraction, all in the presence of ground, sea and weather clutter and angels. Equipment must meet all Navy technical and operational requirements for providing certified Air Traffic Control (ATC) services in the National Airspace System (NAS). The Navy is interested in implementing a Cooperative Research and Development Agreement (CRDA) for investigation of an MTD upgrade.
