The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to modify contract N61331-94-C-0036 with ELDEC Corporation, on a sole-source basis, for the procurement of additioanl Alarm and Monitoring System (AMS) modification kits, upgrade spares, and documentation support relating to Landing Craft Air Cushion (LCAC) product upgrade of the AMS. The Contractor shall provide the hardware in form of modification kits and designated spares and documentation support relating to the Alarm and Monitoring System (AMS) to meet the requirements of the AMS Upgrade Program. ELDEC is the original equipment manufacturer (OEM) of the AMS system and has been tasked by the LCAC Prime Contractors to design the interface for the AMS recording system. The Government has never purchased the internal AMS software and, as such, it is proprietary to ELDEC. In order to effectively complete the upgrade program, design changes will be required to the software and some minor hardware. ELDEC personnel have the only requisite overall knowledge of LCAC AMS software and hardware detailed design as it pertains to all configurations.
