MANAGEMENT SYSTEM The Kentucky Transportation Cabinet (KYTC) is seeking
services in the category of Integrated Transportation Systems for the
forthcoming deployment of ARTIMIS (Advanced Regional Traffic
Interactive Management Information System). ARTIMIS is an ATMS-ATIS
project for the Cincinnati, Ohio-Northern Kentucky area. The Contract
for which prequalification is requested is expected to exceed
$10,000,000. Installation will be in both Ohio and Kentucky. Firms
presently prequalified for Professional Services and/or Construction in
Kentucky or Ohio are hereby notified that they must prequalify
specifically for this contract in order to submit a bid. The scope of
services for the above contract will include furnishing equipment,
subsystem installation and testing. These subsystems include Backbone
Fiber Optic Communication Subsystem, Closed Circuit Video Equipment
Subsystem, Changeable Message Signs Subsystem, and Vehicle Detection
Subsystems. The Vehicle Detection Subsystem is comprised of 170E
controllers, inductive loop detectors, video vehicle detectors, and
wide beam radar detectors. Technical questions should be submitted in
writing to Leon Walden at the address/fax number shown under
Information Contacts. All prequalification information should be
received by the KYTC Division of Contract Procurement at the address
shown under Information Contacts at least thirty (30) days prior to
issuance of the RFP. An early April RFP is anticipated, therefore
completed Information should be submitted by March 1, 1995. Interested
parties must have expertise and experience in the following types of
projects completed since January 1, 1990: 1. Furnishing, installation
and testing of at least two (2) major projects. The major projects must
have involved the installation and integration of several subsystems
into a multi-faceted, interactive traffic management system. 2.
Furnishing and installation of systems required to interface with or be
integrated into a computer-based, monitoring and control room operator
workstation environment for transportation control systems. 3.
Furnishing and installation of a large scale fiber optic communication
system supporting a video distribution system and a SONET data
network. Interested parties shall submit a prequalification package
(not to exceed ten (10) pages excluding required forms) that includes
the following information: 1. Samples of work involving Advanced
Traffic Management Systems and Advanced Traveler Information Systems
related to the proposed ARTIMIS services. 2. References for work
performed during the past five years including names, addresses, phone
and fax numbers of persons who may be contacted regarding the quality
and performance of past and present work. Specify the context of these
references and your specific role. 3. A brief statement citing specific
reasons on why your company or team should be prequalified for this
large scale Integrated Transportation System. 4. A current copy of
completed Federal OMB Standard Forms 254 and 255 (Architect-Engineer
Related Services Questionnaire) (These forms do not count in the page
limitation.) 5. A current copy of completed prequalification forms in
use by KYTC for Construction Projects. (These forms do not count in the
page limitation and duplication may exist with OMB Standard Forms 254

or team will attain the KYTC's goal of 11.5% DBE/MBE participation in
this contract. Proposed DBE/MBE Contractor's, sub-contractors,
suppliers, etc., who are not presently certified by KYTC should contact

certification process. Selection Criteria. KYTC, with the assistance of
TRW, Inc., Beavercreek, Ohio, will review the complete information
submitted with the letters of interest and determine a prequalified
list of companies/teams. The selection criteria for prequalification
include: 1. Reputation for professional integrity and competence. 2.
Relevant qualifications and experience. 3. Understanding of the
proposed responsibilities and scope of services. 4. Ability to respond
to the project assignment. 5. Clear demonstration of high quality of
similar work performed over the past 5 years. 6. Reference checks. 7.
Feasibility of planned DBE/MBE participation. Only those
companies/teams that are prequalified will be eligible to submit bids
