The Defense Supply Service-Washington intends to place a delivery order with Sylvest Management Systems Corp., Lanham, MD against non-mandatory GSA Schedule contract GSOOK94AGS5695 to procure the turn-key Scientific Technical Information Library Automated System (STILAS). STILAS is a product of the Sirsi Corporation. Items to be acquired are: Bibliographic and Inventory Control II, Authority, Circulation, Serials, and Acquistiion Controls II; Enhanced Public and Researchers Access II, Internet Navigator, Intelligient Interfaces for DIALOG, DROLS (Defense RDT&E On-LIne System), Z39.50 and STILAS; Multiuser Gateway II, 16 workstations licenses, 7 engraved keycap sets, records loading (library's machine readable records), off-site software configuration, STILAS software installation and maintenance support and 13 ASCII terminals. All analysis and determination shall be performed in accordance with the guidance of the Federal Information Resource Managment Regulation (FIRMR) as shown in Part 201-39.803-3 titled ``Procedures'' under Part 201-39.803, ``GSA nonmandatory schedule contracts for FIP resources''. This synopsis should not be considered either an RFQ nor an RFP. Vendors believing they can supply all items to be acquired above, at a lower overall cost and under the same terms and conditions of Sylvest Management Systems' GSA schedule, including installation, guarantee provisions, delivery schedules, training and long-term support commitments, shall submit a written response within 15 days of the publication of this notice. Response must clearly illustrate the ability to meet the government needs. Responses shall include firm-fixed prices (individual and total amounts), technical experience of contractor's employees for installation, including past contracts for same, certification of long support (4 years after expirations of warranty), GSA Contract Number, if applicable. All responsible sources may respond and will be fully considered, however, oral communication is not acceptable. No contract award will be made on the basis of offers/proposals receive in response to this notice. Written responses must include pricing and technical information to enable the Government to determine if a solicitation is warranted. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If either a solicitation is issued or an award made an additional synopsis may not be published. If no affirmative, substantive responses are received within 15 dya after the publication of this synopsis, a delivery order with Sylvest Management Systems shall be placed against their GSA scheduled contract.
