COMMERCE BUSINESS DAILY ISSUE OF JANUARY 18,1995 PSA#1264Goddard Space Flight Center, Code 243, Greenbelt, MD 20771 70 -- COOPERATIVE AGREEMENT NOTICE (CAN) SOL CAN-21425/041 POC Theresa
Kerrigan, Contract Specialist (301) 286-3596. Myron L. Kemerer,
Contracting Officer (301) 286-7244. NASA/Goddard Space Flight Center
(GSFC) intends to release a Cooperative Agreement Notice
(CAN-21425/041) seeking proposals for a joint program of research
between the government and industry to ensure the continued leadership
and competitiveness of the United States in high performance computing
in support of the goals of the High Performance Computing and
Communications Program (HPCCP). This research program aims to address
Grand Challenge problems in the Earth and Space Sciences (ESS) on high
performance computing architectures. In order to meet this objective,
this CAN will solicit proposals for (1) an advanced scalable parallel
computing system testbed capable of supporting Grand Challenge problem
development, including system software and applications code
optimization support, and (2) teams of Investigators to successfully
implement ESS codes on the proposed system at required performance
levels. Depending upon the responses to this CAN, NASA may, at its sole
discretion, enter into cooperative agreements with one or more
computing system proposers, or decide not to select any proposal to
fund. NASA anticipates entering into cooperative agreements with 6-8
Investigator proposals. As a result of this cooperative agreement, NASA
envisions one or more prototypical HPC systems residing at GSFC for a
period of three years to provide an opportunity for dynamic feedback
among HPC systems and applications designers, developers, and users.
Payments under this CAN for both the testbed(s) and Investigators shall
be based on successful completion of predetermined milestones. Part of
the evaluation of proposed HPC systems shall include performance
results of a subset of the ESS Parallel Benchmark suite. These
benchmarks, which are a set of testcase kernels and codes
representative of the ESS problem domain, will be available after
February 1, 1995 via anonymous ftp in /pub/HPCC/ESS/testcases on
farside.gsfc.nasa.gov. The directory shall be continuously updated as
information and benchmarks become available. Participation in this
program is open to all categories of organizations including industry,
educational institutions, and non-profit organizations. Government
agencies other than NASA, Federal labs and other Government-sponsored
organizations are invited to participate; however, NASA expects that
those groups will be funded internally. For more information or to
receive a copy of this CAN, please contact Theresa Kerrigan, NASA/GSFC,
