tunnel portion 12.75 meters; earth work volume 240,000 cubic meters;
tunnel - at one site, 1,018 meters; and cross structure - culvert boxes
at four sites, culvert pipe at one site; 4) Construction period 870
days; 5) main materials to be used 28,400 cubic meters of concrete, 270
tons of steel, 150 tons of asphalt compounds, 570 meters of guard Rail;

participate in this project's bidding must satisfy all of the following
conditions and have their qualifications for this project's bidding
screened and confirmed by the Director of the Shizuoka Construction
Bureau 1) firms that do not fall under article 4 of the contract
regulations of Japan Highway Public Corporation; 2) firms pre-qualified
for open competitive tendering on Public works by the Tokyo first
Construction Bureau of Japan Highway Public Corporation for fy 93/94,
and in the case of consortia, consortia comprised of two firms that
have the same qualifications; 3) firms that have -- in the past five
years (since 1989) at the main contractor -- actually carried out
Construction of a Highway tunnel of at least 1 kilometer extension and
at least 50 square meters designed inner Section by the ''natm'' and,
as the main contractor, of a Highway tunnel of at least 70 square
meters designed inner Section by the '' natm'' method in the case of
consortium, each member firm must have -- in the past five years (since
1989) as the main contractor -- actually carried out Construction of a
Highway tunnel of at least 1 kilometer extension and at least 50
square meters designed inner Section by the ''natm'' method, and either
or both member firms must have as the main contractor actually carried
out Construction of a Highway tunnel of at least 70 square meters
designed inner Section by the ''natm'' method note: only Construction
projects in which bidder has had a 30 percent or greater share are
eligible for consideration; 4) firms that can assign to the
Construction site a field Representative and a full-time chief engineer
or engineering supervisor who meet the following criteria in the past
five years (since 1989) as field Representative and as chief engineer
or engineering supervisor, has constructed a tunnel by the ''natm''
method; 5) firms not suspended from designation in no 3 zone by Japan
Highway Public Corporation at deadline dates for qualification
screening and bid opening; 6) firms that can present an adequate plan
for the tunneling work; 7) in the case of consortium, each member firm
must satisfy the following criteria a) has been in operation for at
least five ykars in qualified business under the Construction business
law; B) can assign to the Construction site a full- time engineering
supervisor qualified for this project under the Construction business
law or a full-time nationally-licensed chief engineer; and C) has an at
least 30 percent share of involvement, and the Representative firm must
have the greate st share firms pre-qualified by the Construction
minister regarding items (a) and (B) in evaluation of their management
operations are exempted from these criteria; and 8) firms not related
by capital or personnel to the contractors involved in this project
(see Tender documents for details). Bid documents must be obtained
