(615)576-1438. Martin Marietta Energy Systems, Inc., acting under its
Prime Contract No. DE-AC05-840R21400 with the U.S. Department of Energy
(DOE) hereby requests qualified and interested sources for technical
expertise in integrating efficient electric motor systems in a variety
of industrial processes. When specific technical needs are identified,
sources may then be selected for award of subcontracts in several
different technical areas as a result of competitive procurements. The
selected sources will be used in teaming arrangements with members of
the Oak Ridge National Laboratory (ORNL) to form a Motor Challenge
Experts Group (MCEG) which will provide technical assistance and
advice, and provide an independent performance validation of Showcase
Demonstration Projects (SDP), which are part of the federally sponsored
DOE/Motor Challenge Program (MCP). The MCP is an industry-driven
collaborative effort aimed at reducing greenhouse emissions through
increased market penetration of efficient electric motor systems.
Industry participants will achieve increased electric motor system
efficiency through the system integration of a variety of technology
and application options including: energy efficient electric motors,
adjustable speed drives, and motor-driven equipment (e.g., pumps, fans,
and compressors) within industrial operations and processes. As part of
this program, DOE has solicited SDP. (Federal Register, Vol. 59, No.
194, Friday, October 7, 1994, Office of Energy Efficiency and Renewable
Energy - Motor Challenge/SDP.) A SDP is a specific industrial project
in which a team of industrial motor system users, equipment
manufacturers, utilities, state energy offices, and other organizations
develop and implement a strategy to improve electric motor system
performance at a particular site. The DOE will provide technical
assistance to the SDP teams. This calls for qualifications to address
two specific areas in which DOE requires assistance: performance
validation, and an expert consultation group. Working jointly with the
individual SDP teams and members of the ORNL staff, the sources
selected (subcontractor) will assist and advise the teams on the
development and design of reliable experimental and performance
measurement techniques so that the demonstration's costs and benefits
can be validated. At the completion of each showcase project, the
subcontractor will assist in the preparation of an independent
performance validation report. Likewise, working through the ORNL, the
SDP teams will have access to the MCEG of subcontractors. This group
will be made up of industrial experts in electric motors, drives
(electrical and mechanical), fluid handling equipment, specific process
industries, and power systems, plus members of the ORNL staff. The
exact requirements and technical areas of need will not be known until
the SDP are chosen. Selection by the DOE is expected to be announced
by April 1995. (Preliminary proposals are due on March 1, 1995.) The
DOE will seek diversity in the SDP, which will be selected by
considering geographical location, application type, industry type, and
facility size (e.g., annual electricity costs). All Showcase projects
will involve an electric motor, some will include drives, and some will
include all aspects of a system and process. Therefore, it is essential
that technical experts in industrial electric motors and new high
efficiency motors are included. Expertise in adjustable speed drives
and power quality is also required. In addition, depending upon the SDP
chosen by DOE, expertise covering motors and drives in specific
industries (e.g., paper, textiles, municipal utilities, etc.) will be
required. Statements of interest to this announcement are due by
February 3, 1995. Replies should state qualifications, experience,
